Major duties

You will serve as an Administrative/Technical Specialist (Contract Specialist). These vacancies are located in various divisions in the Contracts Department (022, 023, 026). You will prepare documentation in a manner consistent with the employee's career level and regulatory requirements with higher authority approvals for all aspects of the functional area of contract management. You will solicit, evaluate, negotiate, and award contracts with commercial organizations, educational institutions, non-profit organizations, and State or local governments for furnishing supplies and services and/or construction. You will administer contracts through close-out, assuring compliance with the terms and conditions of contracts, including resolution of problems concerning the obligations of the parties and shall escalate to supervisor if needed. You will be required to interpret regulations and policies imposed by higher organizational levels and will seek guidance when necessary; and will consult with supervisors or higher-level specialists on unique or precedent setting situations. You will prepare and issue requests for proposals, request for quotes, evaluate proposals, develop business case decisions for award, develop award documentation independently. You will participate in the planning phase, source selection phase documentation of the award decision phase, and through contract award. You will advise customers and develop procurement milestones after consultation with Contracting Officers. You will award and administer a wide range of contract actions, including but not limited to: Simplified Acquisitions, Firm Fixed Price Contracts, Cost-reimbursable contracts, Architect and Engineering, and Facility Support Contracts.

Qualification

FOR NT-05: Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower band, NT-04 (GS-11 through GS-12 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: utilizing automated systems and applications to negotiate and prepare contractual and financial assistance awards and modifications (e.g., evaluating proposals; developing business case decisions for award; develop award documentation) acquiring services and products for a department. FOR NT-04: Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower band, NT-03 (GS-09 through GS-10 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: performing procurement functions (e.g., preparing and issuing request for proposals and request for quotes) ensuring proper documentation and recommending methods of procurement in support of contract administration. The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions. This position is subject to the DoD hiring freeze. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement. Education may be used to substitute specialized experience with the following: For the NT-04 pay band: Successful completion of a Ph.D. or equivalent doctoral degree. Successful completion of three full academic years of progressively higher level graduate education. A transcript must be submitted with your application if qualifying using education.
