This position is in the Department of Defense (DoD), Office of Inspector General (OIG), Mission Support Team (MST), Logistics Management Office. This position serves as the Chief of the Property and Mail Services Division (PMD) and is responsible for the overall management of the agency's property, inventory, mail services, and warehouse shipping, receiving, and storage operations.
Major duties
Serves as the DoD OIG Accountable Property Officer responsible for ensuring agency compliance with DoD policy, developing agency policy and procedures, and managing the accountable property system of record (ELMS). Serves as the DoD OIG Serialization Officer responsible for reporting, tracking, and reconciling all small arms assigned to agency personnel. Serves as the DoD OIG Warehouse Manager responsible for planning, organizing, and anticipating fluctuations in inventory stock; overseeing daily operations, shipping, and receiving; and developing processes to ensure efficient warehouse operation. Serves as the DoD OIG Official Mail Manager responsible for managing mail services including tracking, distribution, control, handling, safeguarding, documentation, and cost reporting. Manages assigned organizational staff; delegates responsibility; evaluates performance; manages employee professional development; ensures adherence to merit and EEO principles; oversees staff time and attendance and leave; and manages budget.
Qualification
Time in Grade: For entry at the GS-14 level, status applicants must have served 52 weeks as a GS-13 or equivalent or higher grade, in the Federal Service. Specialized Experience: Applicants must have one year (52 weeks) of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-13) or equivalent within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Experience applying property management principles, techniques, procedures and regulations to manage and maintain agency materials; applying mail management principles and procedures to receive and disburse equipment shipments and mail correspondence to agency employees; developing short- and long-range property and mail division budget plans; and developing written guidance for agency staff. You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions: http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp. Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social) is qualifying. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience. Qualification and time-in-grade requirements must be met by the closing date of this announcement.
