Job summary

This position is for a SUPV HR SPEC (MILITARY), PD# T5096000 , part of the Nevada National Guard. The purpose of this position is to supervise and manage two or more of the following human resource programs: Health Services Program, to include Line of Duty (LOD), Incapacitation Pay(INCAP), Medical Retention Processing 2 (MRP2), and Medical Boards to include MOS Medical Review Board (MMRB), Medical Evaluation Board (MEB), and Physical Evaluation Board (PEB).

Major duties

Directly supervises and provides technical and administrative supervision over Human Resources Assistants (Military), Human Resources Specialists (Military), and specialist within the other specialized functions of the MILPO office. Formulates human resources and administrative procedures and policies based on the interpretation of regulations and directives from Department of Defense (DoD), Department of Army (DA), and the National Guard Bureau (NGB). As required, performs military human resources work in any of the program areas, for which assigned, for officer, warrant officer, and enlisted members and includes but is not limited to: processing and reporting on status of LOD investigations, formal and informal; processing INCAP pay; processing and providing quality control of MRP2 and ADME packets; providing oversight and tracking of personnel assigned to WTU; providing oversight to Tricare and Military Medical Support Office (MMSO) and coordinating for treatment and follow-on authorization of care; coordinating fit for duty evaluations; processing Soldiers for entrance into the MEB and PEB; tracking medically non-deployable Soldier status within the State; working in coordination with the Medical Detachment in the training of Medical Readiness NCOs; providing oversight of the medical travel and orders program; working in conjunction with the PDHRA program; directing, organizing, and planning staff assistance visits and Command Inspection Program activities. Convenes or participates in various boards which may include: MOS Medical Review Board (MMRB), Incapacitation Review Boards, Medical and/or Physical evaluations, etc. Provides direct support to all units located within the state, their dependents, and retired members. Assists other organization and agencies/units in development of battle roster and personnel assignment. Plans, organizes, and directs the activities of assigned program areas, ensuring that legal and regulatory requirements are met. Develops goals and objectives that integrate organization and military human resources objectives and establishes policies and procedures for accomplishment of the same. Coordinates, plans, and schedules with other organization managers and customers as appropriate. Reviews and provides advice on organization missions, functions, and manning of serviced units. Identifies, analyzes, and provides recommendations to supervisor on significant issues and problems related to work accomplishment. Identifies requirements and initiates requests for additional resources including personnel, overtime, equipment, supplies, and space to ensure success in meeting goals and objectives. Establishes analysis systems to ensure actions are timely and reviewed at critical points. Directs and oversees the research and response for congressional or high level headquarters' inquiries regarding military human resources matters. Oversees and reviews the accounting of funds for accounts relating to the area of assignment which may include but is not limited to: NGB tours, incapacitation pay, medical care, severance pay, and MMRB attendance and requires exercising proper control measures, forecasting, and developing and conducting of internal audit reviews. As required, provides reports on audits and outlines any changes to be made as a result of the findings. Plans and schedules work in a manner that promotes a smooth flow and even distribution, sets and adjusts short-term priorities, and prepares schedules. Assigns work to subordinate employees based on organization priorities and consideration of difficulty and requirements of assignments such that the experience, training, and abilities of staff are effectively utilized to meet organization and customer needs. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Evaluates subordinate workers performance ensuring consistency and equity in rating techniques. Approves/disapproves leave requests. Meets with key customer and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve problems that arise. Provides or ensures that subordinates provide customer guidance and training. Participates in special projects and initiatives and performs special assignments. Identifies the need for special projects and initiates milestones and goals. Evaluates reports by analyzing facts and performing appropriate research and prepares detailed responses. Determines appropriate recommendations for unresolved or questionable problems and performs follow-up. Researches and determines or recommends appropriate actions or interpretation of issues that impact organization, installation, command, or agency. Performs other duties as assigned.

Requirements

Conditions of Employment - Males born after 31 December 1959 must be registered for Selective Service. - Federal employment suitability as determined by a background investigation. - Must be able to obtain and maintain the appropriate security clearance of the position within one year of appointment. - May be required to successfully complete a probationary period. - This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. - May occasionally be required to work other than normal duty hours; overtime may be required. - For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license.

Knowledge of the regulations, policies, and procedures that impact the various programs overseen in order to evaluate and resolve procedural problems experienced in the state Medical Health Program. Knowledge of the laws and privacy requirements concerned with the release of individual's medical records. Ability to supervise and manage programs, to include Line of Duty (LOD), Incapacitation Pay (INCAP) , Medical Retention Processing 2 (MRP2), Medical Evaluation Boards (MEB), and Physical Evaluation Board (PEB). Understanding of Army healthcare systems i.e. MEDCHART, MEBPREB, MEDPROS. Knowledge of the full range of medical programs sufficient to advise management on the impact the current individuals or groups status may have on organizational requirements and activities (i.e., physical readiness, physical health assessment (PHA), Soldier Readiness Program (SRP); LOD investigation status and results; upcoming review boards or the status of the boards; etc.). Ability to analyze the problems encountered and the skill to communicate, either orally or in writing, the recommendations to the parties involved i.e., all levels of management, individual military members, outside agencies or health care facilities that may be involved such as Tri-Care or local healthcare facilities.
