About the position: This position is Non-appropriated Fund (NAF) and will be assigned to the Bellows Air Force Station, Waimanalo, Hawaii.
Major duties
This position resides at Bellows AFS and reports directly to the Services Superintendent. This position is responsible for the comprehensive planning, developing, and execution of a wide variety of community events and programs. Performs the development, management, maintenance, planning, and administration of a diverse set of community events and programs. Organizes community special events such as BooFest, Eggstavaganza, Christmas tree lighting, wheels by the waves, first Fridays, holiday events, concerts/live entertainment, and other events and programs offered throughout the year. Writes program operating procedures and performs regular analysis of events and programs while considering operating budget, staffing requirements, plans, trends, command mission and changing population. Evaluates and reviews ongoing programs and recommends changes or enhancements. Provides administrative duties and support through after-action reports, data collection and database administration. Briefs the Commander regularly on event calendars and specific events status. Maintains NAF Purchase Card and complies with all associated regulations and instructions. Develops and creates performance work statements and contracts for vendors. Responsible for all purchases associated with events, including prizes, decorations, activities, and general supplies. Creates events operating budgets. Submits and coordinates contracts through IBPS and appropriate contracting office and tracks status/ensures receiving is complete. Coordinates with and ensures all participants and activities associated with programs and events meet established fire, safety, security, and sanitation guidelines. Inspects equipment and makes recommendations for replacement when required. Solicits volunteers for programs and events. Develops working partnerships with both on base and off base organizations (AAFES, MCCS, Navy MWR, Army MWR, community clubs, special interest groups, etc.) to support and promote BAFS programs. Uses resources to promote and market BAFS events. Serves as the on-site supervisor for all staff and volunteers during special events, enforcing program rules and resolving routine problems. You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if the position allows for qualifying based on education, your transcripts will be required as part of your application. Qualifying Experience: Must have experience which provides a working knowledge of creating and directing community events and programs. Must have experience which shows good organizational, leadership, and communication (written and oral) skills. Experience using Microsoft Office (Word, Excel, PowerPoint, and Excel) are required. Experience which demonstrates familiarity with NAF financial requirements and entertainment contracting procedures is highly preferred. Must have a valid driver's license.
Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. This position does not allow for education substitution.
