Amentum is seeking a dynamic and motivated Joint Interface Control Officer to analyze, integrate, and employ Command and Control systems in theater architectures in support of the Resources and Requirements Directorate (J8), U.S. Indo-Pacific Command (USINDOPACOM) at Camp Smith, Hawaii.

You will provide analysis and support to the J81 Joint Innovation and Experimentation Division (J81) in the employment and analysis of Command and Control (C2) systems and the Joint Tactical Data Link (TDL) in support of Edge Theater Architecture requirements. You will be responsible for identifying and defining the operational JICO roles, responsibilities, and requirements across the Joint Experimentation enterprise as well as coordinating across the USINDOPACOM staff and other stakeholders to develop Concepts of Operation and Employment (CONOPS/CONEMPS) while providing insight into future TDL/C2 technologies in flexible and resilient network architectures supporting experimentation.

Essential Responsibilities:

  • Provide support to the J81 Joint Innovation and Experimentation Division in the employment and analysis of C2 systems and Joint TDL in support of architecture development and sensor-to-shooter experimentation requirements.
  • Coordinate with higher headquarters command JICOs in the development of applicable requirement documents to inform USINDOPACOM architecture requirements.
  • Support C2, network, and tactical data link analysis for J81 projects that may include analysis of C2 and TDL system Information Exchange Requirements, Network Design Loads, and Operational Tasking Link.
  • Understand and work within the DoDAF architecture and requirements development process as it applies to the multi-domain experimentation.
  • Work closely with appropriate Spectrum Management offices to submit Frequency Assignment requests in support of USINDOPACOM/Component requirements.
  • Coordinate closely with Network Design Facilities (NDF), theater level JICOs and other data link managers in support of USINDOPACOM experiment requirements.
  • Provide assistance on short timeline responses to specific questions pertaining to USINDOPACOM theater force posture and threats and provide qualitative data to support recommendations.
  • Travel approximately 15% annually, both to Mainland U.S. and Allied and Partner nations, in support of conferences, planning sessions, and exercises/experiments.

Minimum Requirements:

  • Bachelor's degree or 8+ years’ experience supporting the DoD
  • At least 5 years’ experience performing JICO duties conducting C2 systems analysis
  • Experience with air or ground TDL C2 systems or host software such as TBMCS, AEGIS, GCCS, Tactical Radio Application eXtension (TRAX), Android Tactical Radio Application eXtension (ATRAX), and/or Joint Range Extension (JRE) or other TDL C2 system or host software
  • Familiarity with Combined Joint All-Domain Command and Control (CJADC2) strategy
  • Ability to understand DoD publications that define the JICO roles and responsibilities from Joint and Service perspectives
  • Ability to communicate effectively, verbally and in writing, to provide information, articles, written reports, and presentations
  • Demonstrated skill in using integrated software (e.g., MS Office suite and SharePoint)
  • Previous experience working TS/SCI level projects
  • Must have an active Top-Secret clearance and be SCI eligible. Note: U.S. Citizenship is required to obtain a Top-Secret Clearance.

  • Certified Joint Interface Control Officer [JICO certification (Completion of JT-101 Introduction of Joint Multi-TDL (MTN) Operations Course, JT-102 Multi-TDL Advance Joint Interoperability (MAJIC) course, JT-201 Multi-TDL Planners Course, and JT-301 CAPSTONE – JICO]

Compensation & Benefits

HIRING SALARY RANGE: $145K - $165K (Salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant internal equity, and alignment with market data.)
