Job summary

This position is for a INVESTIGATIONS AND INQUIRIES SPECIALIST, PD# D1165P01, part of the Nevada Air National Guard. This position is located in the Joint Force Headquarters-State (JFHQ-ST), Adjutant General's Personal Staff, Office of the Inspector General. This position will function as a journeyman level Inspector General (IG) with a focus on investigator duties and responsibilities.

Major duties

(1) Serves as a specialist to the State IG in processing U.S. Army Inspector General Action Requests (IGARs) and U.S. Air Force Complaints in accordance with AR 20-1 and AFI 90-301 respectively, and other applicable guidance. Independently analyzes each IGAR or complaint to identify specific problem areas, appropriate action or resolution strategy to make appropriate referrals to another agency for follow-on inquiry/investigation, and provides recommendations for corrective action to the IG in accordance with applicable regulations, higher headquarters policies and procedures, and command guidance. This position has the overall goal of assisting with the correcting of injustices and errors and eliminating conditions and practices that are detrimental to the good order, discipline and moral of National Guard personnel and helping to ensure the efficiency, best interest and reputation of the National Guard (NG). (2) Conducts oversight and quality review for investigations into allegations, ensuring thoroughness, impartiality, and appropriateness of any action taken. Incumbent hears a variety of IG complaints, grievances, inquiries, and/or suggestions at any time from military members (retired and active), civilians, and dependents. Employee determines the nature of the complaint and the specific issues to be addressed. The incumbent analyzes complaints to discern those that fall under the jurisdiction of the IG office and those that fall within the jurisdiction of other authorities. Incumbent appoints Investigating Officers (IOs) to each complaint. Briefs and instructs IOs regarding matters to be investigated and applicable evidence rules. Conducts staff assistance visits to ensure base organizations have an effective complaint resolution program that fosters good communication. Reviews and validates the results of administrative investigations, inquiries, and reviews accomplished by IG appointed investigative officers to determine that adequacy of scope, depth of fact finding, proper use of evidence and reasonableness of conclusions and/or recommendations are in accordance with appropriate guidelines. (3) As a specialist, the incumbent is responsible for the training and execution for access and use of the web-based U.S. Air Force Inspector General Automatic Case Tracking System (ACTS III) for reporting and recording Inspector General contacts and complaints, the processing of complaints and the recording of complaint resolution within the Air Force Complaint Resolution Process. Trains state level Investigating Officers (IOs) to conduct IG investigations and prepare reports or briefings on findings. Provides unit training and guidance to command and personnel on the process and the procedures for filing IG complaints or IGARs. (4) Assists in the establishment and implements the Fraud, Waste and Abuse (FWA) program in accordance with United States Army and Air Force Guidance and the applicable requirements and guidelines set out in the Department of Defense (DoD) Hotline program for reporting Fraud, Waste and Abuse complaints. (5) As required, assists members of the Army National Guard and Air National Guard on all matters and concerns related to the application, enforcement or condition of the U.S. Army or Army National Guard or U.S. Air Force or Air National Guard in accordance with regulation/instruction, policies and procedures. Conducts the State's Inspector General Program, ensuring that complaints/issues presented, rightfully belong in the IG process. Resolves issues regarding complaints or IGARs, which are received within the Inspector General Complaints Process and provides assistance on all non-IG matters. (6) Provides advice on all matters under investigation by the Office of the State Inspector General and conducts or oversees investigations, as required, in effecting a resolution for an IG complaint or IGAR. Conducts recurring/special investigations/inquiries, analyses, and studies as required. Special investigations would include such areas as Intelligence Oversight (IO), Internal Management Control Program (IMCP), Contracting, Environmental Quality Control (EQC), reprisals, or whistle blower cases involving applicable military and civilian personnel and Improper Mental Health Evaluations. Conducts automated database searches as requested by the IG and others to support investigations and inquiries. (7) Provides assistance and advice to the State Inspector General or Adjutant General, as required, on all matters subject to the jurisdiction of the Office of the State Inspector and as directed by the Adjutant General. Evaluates unit training and provides confidential observations regarding unit performance to commanders, State Inspector General, and the Adjutant General. (8) Provides assistance with Privacy Act matters relating to the State National Guard in the IG office, which includes Freedom of Information Act responsibilities. (9) Performs other duties as assigned.

Requirements

MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. In compliance with Title 32 United States Code, the compatible military skill set is determined by the applicable service manpower requirements. Upon selection, individuals are assigned to the authorized position and its compatible military skill in accordance with Air force skill classification directives, statutes, and National Guard Bureau regulations. The Dual Status technician must obtain and maintain all military skill requirements in regard to training, education, certifications, experience.
