Major duties

The primary purpose of this position is: To serve as an Operations Plans Officer (62 AW/XPO). Position is responsible to provide necessary support in planning, executing, program management, and performing staff analysis work related to the development of war, peacetime, and contingency plans and programs for the 62d Airlift Wing. Assists in planning, organizing, and directing Operations Plans Section within Plans and Programs. Performs as wing program manager for Gatekeeper, Self Inspection Program and Arms Treaties. Crisis Action Team (CAT) Responsibilities: Functions as Crisis Action Team Executive Officer when the CrisisAction Team convenes.

Conditions of Employment (cont.) Performs as Top Secret Control Officer (TSCO) for the 62d Airlift Wing. Required to control and account for allTop Secret material processed by the Wing Plans and Programs. Must ensure the proper documentation, storage,protection, and destruction of all Top Secret material. Require inventorying the entire Top Secret account annually.No security violations allowed. In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Management and Program Analysis Series, 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of airlift operations and Air Force organization. A background of diversified joint service experience, including Air Force, Army and Navy organizational structure, is desirable. Must possess detailed, comprehensive and broad knowledge of the missions, organizations, functions, and processes of all base organizations to integrate requirements and capabilities into unified base plans. Incumbent must exercise a high degree of analytical skills and evaluate techniques as applied wing level planning for wartime, peacetime, and contingency operations. Must have the ability to analyze and evaluate documentation, processes, situations and the ability to analyze the effectiveness of complex planning data. Planning ranges from short-term contingencies to full wartime mobilization. Must be able to research issues and resolve planning problems associated with a variety of critical operational plans and circumstances. Must be able to develop detailed plans from broad guidelines, deciding on source data, making skilled judgments and assumptions, and coordinating with key operating personnel within the Air Force and with Joint Base Lewis-McChord Garrison counterparts. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Air Force planning, procedures, and policies to ensure a complete and accurate plan. Knowledge of DoD and Air Force mission, functions, and structure to the unit level to ensure effective implementation oversight of programs plans and processes. Knowledge of Air Force organization principles and functional responsibilities of all base units to be able to define proper responsibility for planning actions. Comprehensive knowledge of analytical and evaluative methods and techniques to conduct surveys/studies, accomplish projects, and effectively evaluate results for the effective management and completion of programs. Skill in oral and written communication methods and techniques at various levels and venues. Ability to effectively manage and organize various program activities and time-sensitive tasks, singularly and together, and familiarity with administrative requirements of the wing and MAJCOM. Knowledge of airlift operations, principles, and characteristics. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
