Job summary
About the Position: Serve as a principle assistant to the Director and Deputy Director within the assigned directorate across the full spectrum of workforce management and support activities. Serve as a workforce manager and liaison on issues and civilian personnel administration used throughout the directorate. Maintain and ensures safety, security procedures and guidelines are adhered to.
Major duties
Coordinate all requests to increase, decrease, and/or realign manpower authorization reviews and corroborates with ECJ1 Manpower Branch on Joint Table of Distribution (JTD) and Joint Table Manning Distribution (JTMD) database updates. Serve as the directorate leadership and supervisor's link between Manpower, Civilian Programs and Policy, Comptroller, and the Civilian Personnel Advisory Center (CPAC) to coordinate a variety of personnel actions. Coordinate overseas tour extension packages (OTEX) for civilian personnel who extend beyond the initial tour, including coordinating approval signatures at the two-star and three-star levels and updating the personnel databases. Process all civilian and military awards which require Director, Deputy, USEUCOM Chief of Staff (COS), Deputy Chief of Staff (DCoS), the Deputy Commander (DCOM), or the Combatant Commander's approval. Advise employees on entitlements and reviews all entitlement submissions for incoming/outgoing members of the directorate, including Temporary Quarters Allowance (TQSA), Living Quarters Allowance (LQA) requests, and Miscellaneous Allowance (MEA). Ensure the effective and efficient administration of all activities concerning the Director, and the Deputy to include handling of classified documents, scheduling meetings and visits, and preparing and reviewing correspondence. Serve as Organizational Defense Travel Administrator (ODTA) for the directorate. Provide defense travel service (DTS) support and assist all directorate military and civilian personnel with DTS issues.
Qualification
Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) two years by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. GS-09: Specialized Experience: One year of specialized experience which includes: Assisting management with civilian personnel management policies and programs (i.e. laws, regulations, recruiting); 2) Inputting time and attendance, manage performance evaluations, incentive awards, training, and/or employee relations for the organization. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS-11: Specialized Experience: One year of specialized experience which includes: 1) Providing guidance on civilian personnel management policies and programs (i.e. laws, regulations, recruiting); 2) Inputting time and attendance, manage performance evaluations, incentive awards, training, and/or employee relations for the organization; AND 3) reviewing manpower authorization documents to ensure accuracy of manpower authorizations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 2 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position . OR A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
