The primary purpose of this position is: The primary purpose of the position is to serve as a Video Teleconference (VTC), Audio Visual (AV) specialist for the HQ AMC Chief of Staff. Serves as an advisor to all government personnel operating VTC's.

Major duties

VTC Operation and Support responsible for the monitoring, operating, managing, troubleshooting, and restoring service to any of the components comprising any VTC, A/V systems across the AMC/CS mission networks, including, but not inclusive to data/voice communications equipment, data terminal equipment, and transmission media. Maintains, interprets, training user manual instructions, and coordinates with users. VTC and Audiovisual Equipment Maintenance. Receives VTC system reservation requirements from authorized officials/organizations and schedules and coordinates conferences.

Qualification

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, GS-1001 General Arts and Information Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes applying knowledge of the principles, methods, and practices for integrating VTC information system components sufficient to plan, coordinate, and administer computer systems, and optimize system performance. Using knowledge of the latest advancements in technology to initiate corrective or preventative action to ensure optimum performance of the system. Using knowledge of performance tuning tools, database management, and project management methods sufficient to optimize systems performance, troubleshoot database performance problems, and perform a wide range of systems administration functions. Using knowledge of operating systems, associated devices, and the interoperability of systems sufficient to install, upgrade, troubleshoot, test, and maintain those systems; to optimize the functionality and performance of systems; and to ensure the availability, integrity, efficiency, and reliability of servers. Applying methods and practices for troubleshooting, recovering, adjusting, modifying, and improving systems to solve complex problems, provide support that minimizes interruptions in service to customers, and maintain liaison with industry and other activities to provide awareness of state-of-the-art technology. Communicating orally and in writing to identify, direct, or coordinate actions required in providing needed service. Performing long and shortrange work planning to effectively organize work to meet deadlines OR EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related to the position of Video Teleconference Specialist. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of principles, concepts, and practices of Video Teleconferencing and Audio Visual configurations to independently perform assignments from inception to completion. In-depth knowledge with presentation formats, and visual aids used in presentations. Knowledge to develop contract specifications, coordinate logistics, control expenses, and arrange procurements for Video Teleconference and Audio Visual programs with significant planning and scheduling problems. 2. Knowledge of analytical and evaluative methods and techniques to resolve procedural or factual problems for audio visual devices working in conjunction with IT devices. 3. Knowledge of new electronic/computerized conference room equipment including Video Teleconference and their capabilities. 4. Knowledge of operational and performance characteristics of telecommunications equipment, systems, services, and transmission media to develop procedures/policies/practices for local use; and evaluate devices, proposals, and approaches. 5. Skill in understanding consulting and planning the appropriate projection systems needed to provide support to customers from various organizations. 6. Ability to provide effective scheduling of audio visual devices usage and to maintain accountability for all Video Teleconference and Audio Visual devices and associated supporting IT devices. Ability to communicate effectively both orally and in writing to identify, direct., or coordinate actions required in providing needed service. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
