Mission Statement The Defense Counterintelligence and Security Agency (DCSA) is a separate Agency of the Department of Defense (DoD) under the direction, authority, and control of the Under Secretary of Defense for Intelligence and Security (USD (I&S). The mission of the DCSA is as follows: -Deliver efficient and effective background investigations, adjudications and continuous vetting to safeguard the integrity and trustworthiness of an agile federal and contractor workforce, and preserve military readiness and warfighting capabilities -Identify and neutralize foreign intelligence threats to the USG’s trusted workforce and critical technologies -Develop and articulate holistic threat picture of risk posed by foreign intelligence entities and hostile insiders, enabling the USG to strengthen our security posture, continuously protect against the evolving threat, and enable action agencies to more effectively counter adversaries -Contribute meaningful analysis to the Intelligence Community (IC)-Manage the National Industrial Security Program (NISP) on behalf of the Secretary of Defense by clearing industrial facilities, personnel, and associated IT systems -Identify and defeat threats presented to critical technologies and through the supply chain -Provide education, training, research, and security awareness to DoD, other federal government organizations, and industry -Execute enterprise management responsibilities for DoD Security and Insider Threat Programs.

Major duties
As a TRAINING SPECIALIST you will be responsible for the following duties: This position serves as Training Specialist (Course Manager) for Personnel Vetting at the Center for Development of Security Excellence (CDSE), Directorate. Duties as follows: - Develop, deliver, and evaluate CDSE training, products and services to: Employ a variety of training techniques to provide security training worldwide. - Assess, design, develop, implement and evaluate new or modified training courses and products based on DOD and Federal policies. - Conduct routine annual maintenance as applicable to ensure information remains current, relevant and accurate. - Coordinate and present multidisciplinary security training via instructor-led or virtual instructor led training. - Implement new and innovative courses of instruction and training products. - Demonstrate a highly practical knowledge of Personnel Security and Personnel Vetting Program requirements relative to all applicable security disciplines. - Participate in forums, meetings and discussions to strategize and forecast future training needs for the DCSA workforce.

OR Specialized Experience Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-12 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Practical application of Personnel Vetting principles, policies, and procedures; Developing, implementing, and assessing training products and delivery methods; Personnel Security Program and its oversight responsibilities; Review, interpret and apply policy changes to existing training and products; Interpersonal and oral/written communication skills, to include public speaking. Specifically you will be evaluated on the following competencies: Curriculum Development- Develop training and educational content with corresponding curricular products and services to facilitate competency acquisition. Instructional Delivery and Learner Development- Deliver, provide, and monitor training and education for individuals and groups within learning environments. Tailor and adapt instruction to ensure learners' needs are met and learning outcomes are achieved. Education and Training Technology- Identify, evaluate, and leverage emerging and existing technologies that provide rigorous, relevant, and engaging education for instructors and learners. Security Education- Training and Awareness- Develop, administer, and maintain curricula and materials on the full range of security principles and practices. Conduct and track security awareness briefings and debriefings. Education / Training Program Administration_ Organize, plan, and coordinate the functions, provisions, schedules, and administrative activities, which are required to conduct education and training programs. Manage the organization, operation, and resources to facilitate instruction and future planning. Personnel Security (Personnel Vetting) Apply personnel security principles and methods to process initial investigations, clearances, periodic re-investigations, and clearance upgrades/downgrades, suspension, revocations, terminations, reinstatements and to complete the adjudication, and appeals processes. Evaluate internal and external security clearance requests and ensures applicant's actions are consistent with regulatory requirements. Analyze and report on clearance and appeals ?ndings to senior security o?cials and makes appropriate noti?cations. Training and Education Analysis _ Analyze processes/programs and interpret results in assessing training and education requirements. Identify individual and collective training and education capabilities and resourcing gaps, and develop gap mitigation strategies. Communication _ Communicate (i.e., written and oral) rights, responsibilities, management directives, policies, and/or regulations to employees, supervisors, and/or other pertinent individuals.
