THIS IS A NATIONAL GUARD TITLE 32 INDEFINITE EXCEPTED SERVICE POSITION. This National Guard position is for a TRAFFIC MANAGEMENT SPECIALIST TITLE 32 INDEFINITE, Position Description Number D1921000 and is part of the NH ARNG DCSLOG, National Guard. This vacancy is to gather applications that may or may not result in a referral or selection.

Major duties

The primary purpose of this position is to manage Department of Defense (DOD) convoys moving within the state; and to plan, organize and direct preparation, maintenance and execution of peacetime and wartime ARNG movement plans for all units within the state. Managing or participating in managing a transportation or traffic program involving (1) operating a transport or traffic system to move passengers or commodities of an organization when there is accountability for operating costs, (2) operating a transportation system to provide common carrier types of services to shippers, and (3) procuring common or other carriers and other transportation services to move an organization's personnel, freight, and/or other commodities. Conducting or participating in conducting surveys and studies of the traffic management function, operating methods, procedures, and performance. Making presentations on traffic matters before Federal, State, or local regulatory bodies. Performing loss and damage prevention work when this included responsibilities such as policy and procedures formulation and studies of traffic operations and services. Negotiating with carriers and/or regulatory bodies on questions of rates, transit privileges and charges, special services and charges thereof, and classification of commodities. Providing advisory service involving commodity analysis from the transportation standpoint.

Qualification

Compatible military grade and assignment required prior to the effective date of placement. This is a Title 32 INDEFINITE excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Military Grades: E7 to E9; WO1 to CW4; 01 to 03 Selectee(s) must be within the military grade(s) listed in this job announcement prior to the effective date of placement into the technician position. Applicant(s) (Enlisted) who are over grade must clearly state, in their resumes, their intentions to willingly take a reduction in grade. Compatible Military Assignments: 92A, 91A, 882A, 920B, 88A, 90A, 00F, 00K, 00L, 00F GENERAL EXPERIENCE: Experience, education, or training which has provided the applicant with a knowledge of and understanding of administrative, professional, analytical, or other work relating to traffic or transportation programs or operations. Must be skilled in dealing with others in person-to-person work relationships. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must have 12 months of specialized experience equivalent to the next lower grade (GS-9). Experience, education, or training performing, administering, or supervising technical and analytical work concerned with planning, development and execution of traffic policies and programs. Experience interpreting applicable Federal, State, and local laws, and regulations concerning transportation and traffic procedures. Knowledge of transportation requirements and systems for specific geographic areas (International and Continental United States). It is not necessary for applicants to possess the MOS/AFSC listed as compatible to the position in order to apply, however applicant must meet the qualifications for the position. It is applicant's responsibility to acquire a compatible MOS/AFSC within 1 year of appointment. Coordinate with your unit's training representative to determine whether or not you can qualify for a specific MOS/AFSC and/or receive training within the 1 year timeframe before excepting the position.
