Job summary

You will serve as a TELECOMMUNICATIONS MANAGER in the Naval Computer and Telecommunication Area Master Station Atlantic (NCTAMS LANT) of NCTAMS LANT DET GUANTANAMO BAY, This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f.

Major duties

You will be responsible for the daily management and administration of base telecommunication services, devices, systems, and facilities including inside and outside cable plant and associated infrastructure. You will plan, schedule, distribute, and monitor work performed by staff and operational personnel. You will serve as the expert responsible for the overall planning, organizing, implementing, and evaluating the command's Information Security, Personnel Security, Physical Security, Antiterrorism Force Protection, and Industrial Security programs. You will monitor, review and evaluate the performance of contracts supporting the Detachment's mission.

Qualification

Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by 1) Administering base telecommunication systems, services, equipment and facilities; and 2) Planning and implementing a command's information, physical and personnel security programs; and 3) Monitoring the performance of telecommunications contracts.. This position is within the Work Category Supervision & Management at Work Level Full Performance Work Level II (Pay Band 3 GG-11-13), Series and Grade GG-12. Education

Individual Occupational Requirements: Education Undergraduate and Graduate Education: Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled. Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis. OR EXPERIENCE: Experience (for positions above GG-5): Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology.
