You will serve as a TECHNICAL PROJECT MANAGER in the TECHNICAL PROJECT MANAGEMENT OFFICE (Code 349) of NAVUNSEAWARCENDIV NEWPORT RI. This position is part of the Warfare Centers Personnel Demonstration Project. The ND-05 pay band encompasses positions equivalent to GS-14 and GS-15.

Major duties

You will serve as the Undersea Warfare Communications Technical Project Manager, Code 349. You will be responsible for the planning, budgeting, and managing the execution of all tasking for USW Communications systems. You will provide technical advice to top level Navy management and technical personnel, other agencies, and private organizations. You will serve on Navy, interagency, and technical society panels and committees of national or international scope. You will be involved with the execution, direction, and success of major projects, systems development efforts, and research or technology initiatives that have great significance to the activity and agency’s needs. You will act as the senior manager for the USW Comms Program, responsible for technical execution of NUWC’s Engineering Agent roles, which includes design, system integration, test/evaluation, logistics/maintenance of USW Comms systems/facilities. You will serve as the primary recognized technical point of contact for the cross-agency and contractor team that supports USW communications systems. You will be responsible for the day-to-day technical oversight of the NUWC USW comms technical team, which includes a diverse group of government and contractor engineers, scientists and technicians working in the area of submarine communications. You will mentor the USW Communications Deputy Technical Program Manager (DTPM) on day-to-day project interactions and senior level thought processes to enhance development of technical and strategic thinking for inclusion in Big Navy Roadmaps. You will prepare briefs, action item responses, and technical white papers as required, and participate in routine and emergent staff and sponsor meetings, as the recognized expert and technical POC.

Qualification

This is an interdisciplinary position and may be filled by a Mechanical Engineer (0830-series), a Computer Engineer (0854-series), an Electronics Engineer (0855-series), a Physicist (1310-series) or a Computer Scientist (1550-series) depending upon the qualifications of the candidate. In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the ND-4 pay band (GS12 and GS13 equivalency) in the federal service or equivalent experience in the private or public sector as a professional engineer or scientist responsible for planning, budgeting and managing projects by utilizing extensive technical knowledge for undersea warfare communications. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: For 08xx, all Professional Engineering Series: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above) OR Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. For Physics Series 1310: Basic Requirements: Degree: physics; or related degree that included at least 24 semester hours in physics. OR Combination of education and experience -- courses equivalent to a major in physics totaling at least 24 semester hours, plus appropriate experience or additional education. In either A or B above, the courses must have included a fundamental course in general physics and, in addition, courses in any two of the following: electricity and magnetism, heat, light, mechanics, modern physics, and sound. 1550-Computer Science Series: A degree in computer science; or a degree with at least 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of these 30 semester hours must have been in a combination of statistics and mathematics that included differential and integral calculus.
