Major duties

Responsible for understanding system functionality and business capabilities. Recommends changes in how the Tech/Quality (TQ) process is executed, including system changes or other process improvements. Coordinates with analysts throughout the TQ process area in their efforts to assist Business Process Analyst end users, and capture any problems encountered by Business Process Analyst end users. Acts as a focal point for gathering suggested improvements for the TQ process. Develops and monitors process-specific Key Performance Indicators (KPls) and metrics. Analyzes and evaluates KPls, metrics, and other process performance critical data to ensure the TQ process area is meeting its performance targets. Serves as analyst and advisor to the Process Owner on functional program/process improvement initiatives, and on the development and implementation of policies and procedures for the TQ process area with emphasis on the Engineering Support Program. Serves as the Branch Chief in the absence of the Technical Services Branch Supervisor.

Qualification

To qualify for a Technical and Quality Analyst, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Mastery of quality assurance concepts, operating principles, and methodology applicable to major agency quality assurance program and mission areas. Execution of technical laws, regulations and policies and precedents to develop/exchange program objectives, strategic goals, new initiatives, and systems needs affecting technical programs. Application of new theories, concepts, or developments to problems not susceptible to treatment by accepted packaging methods, techniques, or procedures. Adapting analytical techniques and evaluation criteria to investigate, analyze, and evaluate the effectiveness and efficiency of activities within the tech/quality process area and to develop and implement corrective actions for complex process problems. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
