Major duties
You will serve as a Supervisory Lead Business Financial Manager in the Guided Missile Destroyer Modernization 2.0 Program Office (PMS 451) of SEA 21. You will serve as an acquisition professional, applying major defense acquisition program rigor to in-service processes in support of the most extensive surface ship modernization effort ever undertaken. You will serve as a Principal Assistant Program Manager (PAPM) for Business Operations is for a major Surface Ship Modernization Acquisition Category I (ACAT I) - equivalent program. You will serve as the lead for Business Operations responsible for managing and reporting on program budgets in excess of $20B across the FYDP. You will provide subject matter expertise in appropriations management including Other Procurement, Navy (OPN), Operations and Maintenance, Navy (OMN) and Research, Development, Test and Evaluation, Navy (RDTE,N) appropriations. You will provide subject matter expertise in implementing strategic initiatives and adapting directives for program implementation in support of audit, cost reporting and other related initiatives. You will develop, defend, and execute program budgets throughout the Programming, Planning, Budgeting and Execution (PPBE) process in accordance with fiscal guidance, Navy policies and priorities, and program acquisition strategies. You will manage financial execution of appropriated funds including interaction with other SYSCOMs, program offices, field activities, PARMs and other executing activities. You will utilize automated financial systems to analyze financial data, including obligations and expenditures, to ensure efficient and effective execution of program budgets and identify trends and resolve financial management problems. You will demonstrate expertise in Navy Enterprise Resource Planning (ERP), Enterprise Data Warehouse (EDW), Programming Budgeting Information System (PBIS) and other relevant and required tools. You will develop financial data for program briefings to Navy, DoD and Congressional stakeholders, for monthly and annual acquisition reports (DAES and/or SAR) and to respond to Congressional inquiries or audits on assigned programs. You will develop program cost estimates in conjunction with stakeholder organizations throughout NAVSEA to support program acquisition reporting requirements. You will coordinate and participate in acquisition strategy development and implementation, acquisition reporting, and acquisition cost performance. You will develop and implement strategic guidance across functional areas to support program objectives for financial management, contract cost reporting and program cost performance. You will provide subject matter expertise on contractual cost reporting, Earned Value Management, and program performance projection. You will provide supervisory interface, operational guidance and administrative direction to a staff of personnel including all subordinate activities and systems and ensures that day-to-day operations are carried out expeditiously and effectively. You will lead, direct, schedule, assign, evaluate, advise, and review work of Budget Analysts, Program Analysts, Financial Managers and support personnel exercising expert knowledge in all subordinate specialties and functions under your direction. You will assure the technical adequacy and accuracy of completed assignments and demonstrates leadership and supervisory skills, written and oral communications.
Qualification
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the NH-03 pay band (GS-13 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing leadership and oversight for budgeting or financial management activities to ensure the effective use of financial resources in support of an organization's mission.
