The primary purpose of this position is to serve as a first-level supervisor exercising control over employees assigned to 707 FSS Sustainment Services Flight. Serves as a consultant to commanders and installation-level leadership on sustainment services and programs. Provides morale, welfare, recreation, and mission-sustaining programs to individuals and units to develop capable, resilient personnel.
Major duties
Plans, organizes, and directs the activities of the Sustainment Services Flight. Develops goals and objectives that integrate organization and Sustainment Services Flight objectives to build and enhance installation unit and personal readiness through morale, welfare, and recreation facilities and programs. Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinates and/or team leads. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Establishes, defines, and implements requirements for Sustainment Services programs to ensure operations are in line with regulatory and fiscal requirements, support goals, and mission requirements. Develops, monitors, and analyzes detailed statistical data from all program areas to evaluate program effectiveness and applicability to strategic goals. Manages the wing morale welfare unit funds resources and acts as the alternate squadron resource advisor. Coordinates with local Air Force units to develop and update annual installation manpower strength reports to justify Non-Appropriated Funds funding. Represents Force Support Squadron with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with other base organizations, senior leadership, squadron commanders, and representatives from other military services, Department of Defense (DoD) agencies, and related civilian organizations regarding services provided.
Qualification
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. This is a GG-13 position in the Defense Civilian Intelligence personnel System (DCIPS). The GG-13 duties for the "Supervision/Management" work category are at the "Senior" work level and are equivalent to those at the GG-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of wide range of concepts, principles, and practices related to the implementation and execution of both core Services and Morale, Welfare, Recreation programs. The employee must also have knowledge of the Federal Acquisition Regulation and DoD policies pertaining to contract management, oversight, and quality assurance. Knowledge of analytical and evaluative procedures and techniques, and the ability to apply these techniques to the identification, consideration and resolution of issue or problems of a procedural or factual nature. Knowledge of the theory and principles of project, program, and organizational management, including administrative and accounting procedures common to a wide variety of service contracts. Knowledge of effective interview techniques associated with obtaining pertinent and reliable information and data regarding contract performance, functions, and work procedures. Knowledge of commonly used budgetary methods, practices, procedures, regulations, precedents, policies and MAJCOM, HAF, and DoD instructions pertaining to contracting and financial management. Knowledge of computer techniques, requirements, sources, and procedures. Knowledge of some elements associated with programming, program management, systems analysis, and food service and fitness center equipment operations. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of business operations policies, procedures, methods, and publicity techniques for the following areas: hospitality, food and beverage operations, resiliency programs, fitness and sports, and developing contracts to support business operations; and/or community wide event planning to evaluate strengths or weaknesses and develop/revise programs to meet goals and promote patronage. 2. Knowledge of financial, budget, resource management practices and principles, and analytical and evaluative methods and techniques. 3. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures. 4. Ability to effectively organize and utilize community resources within the program framework to augment the program to meet installation objectives. 5. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of multiple organizational segments through their subordinate supervisors. 6. Ability to analyze, plan, and adjust work operations of multiple organizational segments to meet program requirements and objectives within available resources. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
