Major duties

As a SUPERVISORY PROGRAM MANAGER at the GS-0340-14 some of your typical work assignments may include: Serves as Division Chief and Supervisory Program Manager for the Cooperative Threat Reduction Directorate (CT), Indo-Pacific CBRN Engagement Department(IP), Mainland Division (IPM); responsible for overseeing multiple complex multi-million dollar programs and projects. Establishes specific, measurable, achievable, relevant, and time-oriented (SMART) objectives and priorities derived from higher-level strategy, guidance, and plans. Develops, documents, executes, and reports status on plans to achieve priorities with a measurable and sustainable impact within established acquisition baselines. Oversees all program planning aspects, forecasts Division resource needs, and interfaces with senior DTRA, OSD, and Combatant Commands (CCMD) personnel to solve problems. Delegates responsibility to plan, schedule, and complete major national defense plans, projects, and programs exercising discretion in determining whether to broaden or narrow the scope of the efforts. Provides technical and programmatic oversight that supports the DTRA and CTR/IP mission in coordination with OSD, CCMDs, international partners, and/or partner nation agencies and ministries as directed / required. Responsible for the development, presentation, and execution of operating budgets; maintains continuous oversight of cost, schedule, and performance milestones for all programs. Conducts operational analysis; prepares budget estimates with justification and assists in their defense; makes recommendations that are most likely to yield the high impact and high visibility results required. Serves as an expert advisor on CWMD policy and acquisition programs. Provides advice and guidance to the CT Director, IP Department Chief, and project managers / action officers on priority programs. Ensures effective coordination with key program stakeholders, including but not limited to counterparts within DTRA, OSD, CCMD, international partners, and relevant DoD and interagency programs and offices. Maintains liaison with U.S. Embassy personnel, foreign government officials, directors of large civilian enterprises, and high-ranking flag/general officers in various partner nation ministries. Develops, documents, strategically communicates, and evolves organizational messaging. Guides, reviews, and approves products that represent the organization to external stakeholders. Coordinates and synchronizes priorities, plans, activities, and mission focus with various offices within DoD and U.S. interagency. Informs, communicates, and develops, as necessary, plans, policies, and guidance to support and improve organization functions. Ensures financial auditability and adherence to DoD/DTRA security practices for assigned organization. Supervises program managers, leads assigned personnel, and manages diverse project teams made up of DoD Civilians, U.S. Military, non-Federal Intergovernmental Personnel Act participants, and contractors to achieve mission priorities.

Qualification

You may qualify at the GS-14, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Experience supporting evaluation/selection for selection of contracts or task orders; managing projects (cost, schedule, and performance). Experience serving as a Contracting Officer's Representative (COR) . Experience serving in a lead role for project teams; developing effective working relationships with DoD, interagency, and international partners. Experience conducting meetings overseas with senior foreign officials for technical discussions on new or ongoing projects. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
