Job summary

About the Position: This position serves as a supervisory program analyst and section chief overseeing the Budget and financial functions of business process management of Engineering and Construction Division work for authorized flood control projects, construction general, continuing authorities, and other assigned work.

Major duties

Serves as the Chief of Budget Section, which is composed of administrative positions. Provides advisory and consultation services to Engineering and Construction Division Managers and other District Consolidated Departmental Overhead (CDO) Managers Develops, coordinates and prepares narratives of costs, defining projects and reasons/justifications for increases and decreases from prior year funding. Serves as a member of the management team, providing guidance, analysis, and recommendations regarding Construction Division workload, programs, and operating budget. Serves as the senior analyst of the Construction Division program requirements. Analyzes funding received from customer district to develop workload capabilities reports. Provides both periodic and fast-turn-around budget reports and program costs to managers and other appropriate personnel at all levels within the agency. Provides advice, guidance, special instructions, standard procedures, recommendations to the organization's managers in the development of budget requests, funds administration, reprogramming, and related supporting documentation. Develops, mentors, counsels and provides feedback for successful performance to employees in the section. Performs a full ranges of supervisory duties.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Administration and Management Budget Administration Cost Estimation and Analysis Strategic Thinking Technical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
