Job summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

Major duties

In this position, the incumbent serves as U.S. Army Corps of Engineers (USACE) Natural Resource Management supervisory personnel. The incumbent is responsible for overseeing the administration, field maintenance and operations of the park and resource management programs for two (2) multi-purpose projects. Plans and implements the management, operations and maintenance of the project's natural and synthetic resources. Ensures environmental compliance with Federal, State, and local laws and regulations. Engage in various coordination efforts with Federal, State, and local agencies for proper management of the projects and associated resources. Exercise delegated authority for planning and implementation, construction, maintenance and operational activities of the projects. Prepare and maintain justification documentation of budgets, program obligations, expenditure schedules and metrics. Provide cost estimates for personnel, equipment supplies and materials required to carry out efficient operations and maintenance programs for the projects. Develop and implement an Operational Management Plan (OMP) to establish management goals/objectives five or more years into the future. Law enforcement, fire and safety protection, pest control, pollution control and abatement, environmental enhancement, erosion control, resource and visitor protection and interpretive services.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Additional information about transcripts is in this document. Basic Requirements for the Biologist Series 0401: A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: GS-11 Specialized Experience: One year of specialized experience which includes meeting two of the following: 1) Provide leadership for an operation, maintenance, and/or natural resource management program; 2) assist in budget execution for an operation, maintenance, and or natural resource management program; 3) execute planning, managements, operation, and/or maintenance for a projects natural resources in order to ensure compliance with federal, state, or local regulations; 4) communicate with internal and/or external stakeholders on proper management of operation/ maintenance, and or natural resource projects; 5) direct projects to include; flood risk, fish, wildlife, low flow augmentation, water control, water supply, and/or recreation management. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09) OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GS-12 Specialized Experience: One year of specialized experience includes meeting THREE OF THE FOLLOWING: 1) Provide leadership for an operation, maintenance, and/or natural resource management program; 2) assist in budget execution for an operation, maintenance, and or natural resource management program; 3) execute planning, managements, operation, and/or maintenance for a projects natural resources in order to ensure compliance with federal, state, or local regulations; 4) communicate with internal and/or external stakeholders on proper management of operation/ maintenance, and or natural resource projects; 5) direct projects to include; flood risk, fish, wildlife, low flow augmentation, water control, water supply, and/or recreation management. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
