Mission Statement The Defense Counterintelligence and Security Agency (DCSA) is a separate Agency of the Department of Defense (DoD) under the direction, authority, and control of the Under Secretary of Defense for Intelligence and Security (USD (I&S). Major duties

The Office Under Secretary of Defense for Intelligence and Security established a Targeted Local Market Supplement (TLMS) for certain Science, Technology, Engineering, Mathematics, and Cyber positions within the Defense Civilian Intelligence Personnel System. Eligibility for the TLMS is based on cyber work roles within certain occupational series and on the work performed. This vacancy is designated as a STEM and/or Cyber position and pay for the incumbent will be based on the STEM and Cyber Pay Table. As a SUPERVISORY IT SPECIALIST (PLCYPLN) you will be responsible for the following duties: - Test Management and Leadership - Lead and manage testing efforts across Dev, Test, and Prod environment, develop test strategies, plans, and schedules tailored to project requirements, coordinate and guide testing teams to execute manual and automated test cases, foster a culture of quality and continuous improvement within the team. - Environment Expertise - Ensure seamless integration and testing between Dev, Test, and Prod environments, collaborate with DevOps teams to maintain test environments and deployment pipelines, troubleshoot and resolve environment-related issues. - Cloud Automation - Design and implement test automation frameworks for cloud-based applications, utilize tools such as Selenium, JUnit, TestNG, or cloud-native testing tools (e.g., AWS Device Farm, Azure DevTest Labs, etc.), optimize CI/CD pipelines for automated testing in cloud environments, leverage Infrastructure-as-Code (IaC) tools like Terraform or AWS Cloud Formation to manage testing infrastructure. - Quality Assurance - Conduct functional, regression, integration, performance, and security testing, ensure comprehensive test coverage by designing and executing test cases based on user stories and requirements, use tools like JIRA, TestRail, or equivalent for defect tracking and test management. - Collaboration - Work closely with developers, product managers, and other stakeholders to understand project requirements, provide test results and defect metrics to inform release decisions, act as the primary point of contact for testing-related queries and escalations.

Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Apply advanced knowledge of system life cycle management principles, including software security and usability. Oversee execution of division management processes including management review, continuous process improvement, metrics, independent audits, internal assessments, corrective action management and reporting. Implements strategies for system development, automate testing / application delivery and performance management. Manage and plan sequence of operations on a regular basis for assigned elements. Inform management of anticipated revisions to theories, methodologies or procedures to satisfy non-standard complex program or project support of mission priorities. Provide advice, guidance to leadership, contribute to the effective development, promulgation and execution of programs, projects and operations. Software Testing and Evaluation: Knowledge of the principles, methods, and tools for analyzing and developing software test and evaluation procedures.
