Major duties
You will serve as a SUPERVISORY IT SPECIALIST (INFOSEC) in the ADMINISTRATIVE STAFF DEPARTMENT (N1) of NAVAL COMPUTER AND TELECOMMUNICATIONS AREA MASTER STATION, PACIFIC DETACHMENT PUGET SOUND (NCTAMS PAC Det Puget Sound). You will provide direct supervision to the Information Assurance (IA) staff and coordinate with the Operations Officer and Staff, which can be comprised of civilian, military and contractor personnel. You will make all overall assignments of work directly to staff for the safeguarding of all detachment information systems. You will manage, administer and maintain the IA Program at the command level that identifies IA architecture, requirements, objectives and policies. You will conduct initial and annual refresher user awareness training including IA training for command personnel. You will prepare and disseminate security awareness messages and monitor/maintain user training certifications. You will inspect and certify physical space requirements for Secret Internet Protocol Router Network (SIPRNet) controlled spaces ensuring the mandated classification requirements are met. You will manage the Security Management Program at NCTAMS PAC Det Puget Sound including Command Information Security, Personnel Security, Antiterrorism, Physical Security and Electronic Keying Management System Program. You will serve as the principal advisor and representative to the Officer in Charge regarding all security matters and provides regular, routine, and specialized reporting to the Officer in Charge for all matters related to security. You will manage the personnel security program, monitors personnel security clearances command-wide for clearance eligibility, processes security clearance upgrades, revocation packages, and inquiries. You will be responsible for the Physical Security Program which entails visitor access to the base, personnel badges, and protection of secured areas at all sites. You will supervise NCTAMS PAC Det Puget Sound's Key Management Infrastructure program to include establishment of program plans, policies, procedures and operational processes for oversight, handling, storage issuance and accountability.
Qualification
Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. You must have IT-related experience demonstrating each of the four competencies listed below: 1.Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of experience demonstrating this competency include: Coordinating and integrating work assignments of subordinates based upon priorities, techincal difficulty, requirements of assignments and capabilities of employees. 2. Experience demonstrating this competency include: Providing technical expertise on matters within the program area and exchange technical information, coordinate, advise on work efforts, resolve problems and persuade personnel to cooperate and meet deadlines. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of experience demonstrating this competency include: Actively participate in high level conferences, negotiations, and meetings. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of experience demonstrating this competency include: Evaluating the impact of new policy on current programs and modifying, developing or recommending changes that ensure compliance and responsiveness. In addition to my experience demonstrating the four competencies above, I have qualifying experience such as: *Experience providing direct supervision and managing, administering and maintaining an Information Assurance program. *Experience managing personnel security programs, monitoring personnel security clearances, processing security clearance upgrades and revocation packages. *Experience coordinating, implementing and managing a Risk and Vulnerability Assessment Program for users. *Experience developing and conducting user security training. This position is within the Work Category SUPERVISION/MANAGEMENT at Work Level FULL PERFORMANCE, Series and Grade GG-2210-12. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
