Job summary
You will serve as a SUPERVISORY IT PROGRAM MANAGER (PLCYPLN) in the G-6 DIVISION of USMC FORCES SPECIAL OPERATIONS CMD.
Major duties
You will be responsible for providing and developing enterprise information technology plans and policies needed to align information technology strategies with its organizational vision. You will frequently make major decisions and commitments unilaterally concerning the mission and operation without prior consultation. You will be responsible for the management and direction of the division, serve on policy boards, groups and committees and will be authorized to represent the division to high-ranking officials. You will support and advise on all aspects of evolving Cyberspace, communications, Information Technology (IT) systems design, Knowledge and Data Management (KM/DM) and Information Warfare (IW) operations and management. You will coordinate training needs for new systems being fielded and engage in numerous testing and modernization organizations and staffs. You will ensure that steady state cyber network defense actions are executed by patching workstations to ensure compliance with directives. You will provide executive oversight for all network engineering, modernization, refurbishment and IT services (Voice, Video and Data: secure and non-secure) planning and work accomplishment for all appropriate Military Construction (MILCON). You will serve as the technical expert on telecommunications, IT systems, and IT services management matters in support of warfighting and develop strategies and actions to move IT concepts from vision to reality. You will provide executive level supervision, develop performance ratings and standards, assign and review work, assure production and accuracy requirements are met, evaluate employee work performance, and hear and resolve employee complaints.
Qualification
I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Expert in managing IT resources in accordance with budget and operation plans; preparing program plans for new initiatives, and producing detailed planning documents that may have a consequential impact. Formulating recommendations after careful review of documents to assure accurate reflection of policies and position. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Expert in addressing the needs of top agency management officials as a technical expert. Responding to rapid changes in customer requirements involving IT capabilities and mitigating emergencies. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Expert in presenting delicate positions on controversial or sensitive matters in a professional and persuasive manner; advising high level managers of advantages/disadvantages of different approaches to addressing IT requirements. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Expert in coordinating and integrating a variety of substantial projects to create a unified strategy or plan. Implementing and executing programs for strategic communication planning and readiness. Developing alternatives in both routine and emergency scenarios to ensure integrity of IT programs and projects. In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector: Providing direct expertise and insight to an integrated cybersecurity IT modernization on joint doctrines, plans, and programs for defensive cyber operations; overseeing program planning of complex management (e.g. C4 design, budget, manpower, equipment, and contracts) for warfighting capabilities; analyzing and evaluating policy, procedures, and position issues to justify changes to higher echelons; and advising, informing, influencing, and persuading a diverse audience with changing viewpoints to develop alternatives for mission goals.
