Mission Statement The Defense Counterintelligence and Security Agency (DCSA) is a separate Agency of the Department of Defense (DoD) under the direction, authority, and control of the Under Secretary of Defense for Intelligence and Security (USD (I&S). The mission of the DCSA is as follows: -Deliver efficient and effective background investigations, adjudications and continuous vetting to safeguard the integrity and trustworthiness of an agile federal and contractor workforce, and preserve military readiness and warfighting capabilities -Identify and neutralize foreign intelligence threats to the USG’s trusted workforce and critical technologies -Develop and articulate holistic threat picture of risk posed by foreign intelligence entities and hostile insiders, enabling the USG to strengthen our security posture, continuously protect against the evolving threat, and enable action agencies to more effectively counter adversaries -Contribute meaningful analysis to the Intelligence Community (IC)-Manage the National Industrial Security Program (NISP) on behalf of the Secretary of Defense by clearing industrial facilities, personnel, and associated IT systems -Identify and defeat threats presented to critical technologies and through the supply chain -Provide education, training, research, and security awareness to DoD, other federal government organizations, and industry -Execute enterprise management responsibilities for DoD Security and Insider Threat Programs.

Job summary

DCSA's Federal Investigative Records Enterprise (FIRE) Team is looking for a Supervisory Investigations Contract Analyst is responsible for but not limited to a range of duties including the development, oversight and management of support contracts to perform personnel background investigations while delivering products and services with excellent quality and timeliness.

Major duties

This position is open to all U.S. Citizens who reside or are currently employed in the Boyers, PA local commuting area, which includes the Pennsylvania counties of Butler, Clarion, Armstrong, Allegheny, Beaver, Lawrence, Mercer, Crawford, Erie, Venango, Jefferson, Indiana, and Westmorland; Ohio counties of Columbia, Trumbull, and Mahoning; and all cities existing in Pennsylvania or Ohio within the geographic area bounded by the outer boundaries of the combined areas of the aforementioned counties. As a Supervisory Investigations Contract Analyst you will be responsible for the following duties: The incumbent supervises and manages the CPOC Branch and is responsible for the development, oversight and management of CPOC and DPOC contracts to perform background investigations and provide related services. The work includes serving as the Contract Officer Representative (COR) for one or more major investigative contracts, oversees contractor's overall performance of a contract, prepares related reports, works with Agency contracting office to develop new contracts, plans, assigns, and evaluates work to be accomplished by Branch team members to include resolving grievances or serious employee complaints.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS/GG-13) in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Serving as a Contracting Officers Representative to manage contract procedures, deadlines, milestones and assesses contract performance for a personnel vetting agency. Overseeing acquisition planning, contract types, contracting methods, source selection procedures, contract administration and contract management requirements for major investigative contracts. Reviewing federal investigations Laws, executive orders and internal investigations policy, processes and procedures. Applying national security and personnel suitability policies and regulations to ensure administrative management of investigative standards to the personnel vetting process Specifically you will be evaluated on the following competencies: 1. Contract Administration- Organize work, set priorities, monitor progress, evaluate outcomes, and determine resource requirements for project accomplishment; oversee, negotiate, review, and interpret contracts and grants to monitor activities, and ensure compliance with agreement requirements. 2.Policy Coordination- The practice of collecting, analyzing, and using information to reach a consensus of understanding and collaboratively align compliance with existing or proposed policies, regulations, Directives and Instructions. 3. Information Management- Identifies a need for and knows where or how to gather information; organizes and maintains information or information management systems. 4. Technical Competence- Uses knowledge that is acquired through formal training or extensive on the job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues 5. Problem Solving- Identifies solutions to problems; determines accuracy and relevance of information; uses sound judgement to generate and evaluate alternatives; and to make recommendations. 6. Leadership- Inspires, motivates and guides others toward goal accomplishment; coaches, mentors, and challenges subordinates; adapts leadership styles to a variety of situations; models high standards of honesty, integrity, trust, openness, and respect for the individual by applying these values to daily behaviors. 7. Communicate- (i.e., written and oral) rights, responsibilities, management directives, policies, and/or regulations to employees, supervisors, and/or other pertinent individuals.
