Job summary
About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W6EC01 US ARMY ACQUISITION SUPPORT CENTER.
Major duties
Serve as the Principal Manager, Supervisor, Cyber Regulatory Expert, Cyber Statutory Expert and Cyber Technical Expert for the Cyber Division within the Threat Systems Management Office (TSMO). Represent the TSMO Director as an authoritative Cyber Expert with outside organizations, working groups and leadership councils within the Army, DoD, and non-DoD agencies and activities. Manage, track, and assure that the TSMO red teams maintain all required documentation, audits, personnel certifications, training and verifications. Supervise subordinates through the process of managing and directing personnel actions, leave approvals, and internal changes within the Cyber Division. Establish the Army and TSMO Cyber policies and procedures for cyber testing and cyberoperations during test and training exercises or activities. Verify, track, audit, and ensure compliance of the Cyber rules of engagement and Cyber threat validation within the TSMO government and contractor Cyber Team tactics, techniques and procedures. Ensure that the red teams are working under the TSMO authorizations and maintaining full compliance with the varied TSMO Cyber mission operational boundaries.

You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience: (1) Advising on policies and procedures for Department of Defense (DoD) cyber programs, testing and/or operations. AND (2) Leading a team of multi-disciplinary professionals through the execution of complex DoD missions. AND (3) Leading the testing and evaluating of DoD cyber activities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-14). Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data. You will be evaluated on the basis of your level of competency in the following areas: Cyberspace Operations Intelligence Policy Technical Competence NOTE: Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
