Job summary

About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W6EC01 US ARMY ACQUISITION SUPPORT CENTER.

Major duties

Serve as the Principal Manager, Supervisor, Division Chief, Information Advantage (IA), Information Operations Statutory Expert and Cyber Technical Expert for the Information Advantage Division within TSMO. Represent the TSMO Director as an authoritative Information Advantage Expert with outside organizations, working groups and leadership councils within the Army, DoD, and non-DoD agencies and activities. Lead, operate, maintain, and support products and capabilities meeting Army and DoD requirements which are managed within established Cost, Schedule, and Performance parameters. Manage, track, and assure that the TSMO Information Advantage teams maintain all required documentation, audits, personnel certifications, and training necessary to accomplish missions. Establish the Army and TSMO IA policies and procedures for IA testing and IA operations, during test and training exercises or activities which also includes preparing and executing the TSMO Strategic IA Plan. Supervise subordinates through the process of managing and directing personnel actions, leave approvals, and internal changes within the Information Advantage Division. Support Threat Cyberspace Operations (TCO), Close Access activities (PHYSEC), and Cyber Threat-Intelligence as integrated into the TSMO threat portfolio and ensure that IA/IO capabilities support the entire TSMO portfolio and external customers.

You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience: (1) Leading a team of multi-disciplinary professionals through the acquisition of complex information advantage products and services supporting Department of Defense (DoD) requirements. AND (2) Establishing and/or implementing intelligence policies and procedures. AND (3) Partnering with external organizations to achieve organizational goals. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-14). Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data. You will be evaluated on the basis of your level of competency in the following areas: Intelligence and Threat Support (I&TS) Intelligence Policy Leadership Military Intelligence Application Partnering Technical Credibility NOTE: Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
