About Defense Counterintelligence and Security Agency

Mission Statement The Defense Counterintelligence and Security Agency (DCSA) is a separate Agency of the Department of Defense (DoD) under the direction, authority, and control of the Under Secretary of Defense for Intelligence and Security (USD (I&S). The mission of the DCSA is as follows: -Deliver efficient and effective background investigations, adjudications and continuous vetting to safeguard the integrity and trustworthiness of an agile federal and contractor workforce, and preserve military readiness and warfighting capabilities -Identify and neutralize foreign intelligence threats to the USG’s trusted workforce and critical technologies -Develop and articulate holistic threat picture of risk posed by foreign intelligence entities and hostile insiders, enabling the USG to strengthen our security posture, continuously protect against the evolving threat, and enable action agencies to more effectively counter adversaries -Contribute meaningful analysis to the Intelligence Community (IC)-Manage the National Industrial Security Program (NISP) on behalf of the Secretary of Defense by clearing industrial facilities, personnel, and associated IT systems -Identify and defeat threats presented to critical technologies and through the supply chain -Provide education, training, research, and security awareness to DoD, other federal government organizations, and industry -Execute enterprise management responsibilities for DoD Security and Insider Threat Programs.

Job summary

The incumbent serves as a supervisory IT Specialist within the IT Enterprise Operations Division of the Office of Chief Information Officer, to provide oversight and direction on the daily Operations & Sustainment of IT Enterprise Systems & Services, ensuring the management of the network, compute, storage, and related equipment; support planning, implementation and life-cycle sustainment of IT systems along with resource estimates and project dependencies.

Major duties

As a SUPERVISORY INFORMATION TECHNOLOGY SPECIALIST you will be responsible for the following duties: Provide expert technical and managerial support to OCIO IT Enterprise Operations to maintain operations, upgrade and optimize service delivery. Serve as a supervisory IT Specialist at the Division level providing technical liaison, service operations & customer support to the DCSA workforce. Provide operational liaison between the government, DoD, and commercial service providers to ensure enterprise IT operations. Maintains contact with technical and customer service representatives to plan and coordinate work, ensure are up to date with system design, and resolve operational problems. Maintains effective relationships with upper-level management, system administrators, and commercial vendors to stay abreast of improvements and advances in information technology and service delivery models. Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees; Evaluating work performance of subordinates; Giving advice, counsel, or instruction to employees on both work and administrative matters. Direct or participate in complex projects and provides expert technical assistance to maximize the utilization of technology to attain economies and productivity for agency. Develop specifications for proposals for the procurement of new and/or revised information technology systems. Develops new concepts in cost avoidance modeling to provide the most cost-effective services. Conducts studies and comparative analyses to assess the effectiveness of programs implementation. Makes recommendations based on findings and presents to upper-level management. Review and evaluate proposals for technical accuracy and fulfillment of requirements. Participates in the operational testing of acquired systems of prior to their acceptance by the agency. Evaluates the potential of new products and improvements in terms of improved service and economy in meeting user needs. Assist in the development of quality control standards for information technology systems acceptance and performance. This includes conducting special and emergency surveys of systems and preparing reports where emergency problems developed or a system was seriously damaged (for example, by power surges). Serve on working groups and project teams as required to execute IT initiatives.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GG-13 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Demonstrated experience with IT operations and implementing enterprise lifecycle management from development to sustainment of production systems. Experience applying various concepts, principles, and operational practices of IT systems to ensure enterprise IT operations. Providing technical oversight of IT system implementation and operation. Experience applying communication skills to be able to discuss IT requirements with technical and non-technical personnel. Specifically you will be evaluated on the following competencies: 1. Information Technology Configuration Management - Plan, implement, track and/or evaluate configuration/requirement changes across the enterprise and organizations. 2. Information Technology Life Cycle Management - Plan, develop and/or manage processes across the information systems/services life cycle to ensure Information Technology capabilities meet current and future organizational and enterprise missions. 3. Information Technology Performance Assessment - Conduct continuous performance measurement to ensure that Information Technology activities, processes, and/or hardware/software are achieving desired results. 4. Information Technology Policy and Planning - Develop and promulgate Information Technology strategy, policy, guidance, and plans. Monitor to ensure consistency and compliance.
