Job summary
About the Position: Serves as the primary administrative point of contact for budget management, civilian personnel, purchasing, contracting, resource management, logistics, equipment, travel, and information management in a Medical Center at Fort Stewart, GA. This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD to recruit and appoint qualified candidates to positions in the competitive service.
Major duties
Plans, directs, and coordinates administrative activities and management services. Performs in depth vigorous analysis, including reviewing, editing and consolidating budget submission and monitors, reviews, and analyzes the execution of the Regional annual budget. Conducts management studies, including cost effectiveness, organizational structure, and equipment utilization needs. Assures that clinic’s internal systems and procedures for carrying out its functions meet the requirements of balancing costs, benefits, productivity, and effectiveness. Serves as action officer between personnel and the parent MTF pertaining to all aspects of civilian personnel management, reorganization, organization structuring, position management, and manpower utilization. Assigns work, establishes priorities, reviews and accepts or rejects completed work.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes (1) assisting in the development of facility procedures to increase efficiency (2) performing cost analysis or projections for services or supplies, AND (3) Managing healthcare provider template management. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
