Major duties
The major duties described below reflect the full performance level of this position: Apply a wide range of budget and cost policies, concepts, practices, and principles in order to analyze and develop recommendations for improvement in operations and program objectives. Implement policies to ensure regulatory compliance with governing federal agencies. Oversee the preparation, analysis, reconciliation, consolidation and submission of financial reports to ensure regulatory compliance. Analyzes large amounts of data (input and output) to make a determination if a local solution or wider system redesign is warranted. Recommends actions to resolve existing problems, prevent potential problems, and/or affect new or revised internal controls. Runs recurring reports/run jobs and ensures they are accurately produced and on time; and that pertinent financial data is available for reconciliation, validation and report processing. Runs recurring reports/run jobs and ensures that the integrity of the application has not been compromised by errors in the program logic; and, that they comply with current conventional accounting principles and procedures. Reads, develops and executes Structured Query Language (SQL) code/scripts to identify problems, extract data from the database and create reports from that data. Apply a wide range of budget and cost policies, concepts, practices, and principles in order to analyze and develop recommendations for improvement in operations and program objectives. Implement procedures and methods to resolve current problems and enhance the validity, accuracy, and integrity of financial management data. Serves as a second level supervisor (Branch Chief) with technical and administrative supervisory responsibilities. Plans, manages and supervises the assigned organization and provides both technical and administrative oversight. Implement procedures and methods to resolve current problems and enhance the validity, accuracy, and integrity of financial management data. Perform work related to an assigned functional area in the Accounts Payable Directorate. Duties will be developmental in nature when the position is filled below the full performance level.
Qualification
This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense. Applicants MUST have related financial experience AND/OR a related financial degree (examples include: Finance, Accounting, Management, Actuarial Science, or related), in addition to meeting Office of Personnel Management (OPM) minimum qualification requirements. Substitution of combination of education and experience must still, in conjunction, minimally satisfy the DHA qualification requirement. Human Resources will determine your qualifications for each entry grade level based on your interest and the additional following criteria. To be hired at the GS-11 entry grade level, applicants must minimally have: One year of specialized experience equivalent to the GS-09 grade level in the federal service performing complex data analysis, developing code in SQL and evaluation of financial systems, policies, procedures, and regulations to ensure the continuity of a financial system's operations. Specialized Experience For The GS-11 Is Defined As: Assisting leadership to a financial management organization that involves analysis and assessment of the organization's integrating financial management programs, processes and systems; participating in developing agency-level financial management standards, policies and procedures to ensure efficient delivery of services. To be hired at the GS-12 entry grade level, applicants must minimally have: One year of specialized experience equivalent to the GS-11 grade level in the federal service performing testing, designing, evaluating, implementing, reviewing and maintaining of an automated SQL-based accounting financial systems, policies, procedures, and regulations to ensure the continuity of a financial system's operations. Specialized Experience For The GS-11 Is Defined As: Providing leadership to a financial management organization that involves expert analysis and assessment of the organization's highest visibility initiatives or projects; integrating financial management programs, processes and systems; providing advice and recommendations to senior managers regarding issues impacting financial management processes and functions; and participating in developing agency-level financial management standards, policies and procedures to ensure efficient delivery of services. This position is developmental at the GS-11 entry grade level. Once eligibility and qualification requirements are met, selectees will be eligible for promotion at management discretion to the GS-12 grade levels without further competition. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement. This announcement will be used to fill position at either the GS-11, or GS-12 grade level with a target grade of GS-12. The minimum salary for grade GS-11 is $72,553.00, the maximum salary is $94,317.00. The minimum salary for grade GS-12 is $86,962.00, the maximum salary is $113,047.00.
Education

Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. If you are selected, you will have to obtain this certification within two (2) years of your entry on duty in the position unless you are already in a position that requires a Level 2 Certification in which case you must complete the certification within the original 2-year period. Failure to become certified within the required time-frame may be grounds for removal from the position and/or from Federal service.
