Job summary

This position will be assigned to the Resource Management Flight on Eielson AFB. Work schedule is subject but not limited to: Monday - Friday, 7:30am - 4:30pm. APPLICATIONS WILL BE PULLED AT THE CLOSE OF THE ANNOUNCEMENT PERIOD.

Major duties

The primary purpose of this position is to serve as a first level supervisor as the NAF Accounting Office Manager, providing planning, directing, organizing, and exercising oversight to nonsupervisory employees assigned to the Non-Appropriated Fund (NAF) Accounting Office of the Resource Management Flight, Force Support Squadron. Responsible for the developing, implementing and monitoring NAF financial service operations and internal accounting controls. Plans, organizes, and directs the activities NAF Accounting Office ensuring that work complies with legal and regulatory requirements and meets customer needs. Provides fiscal oversight, analysis, and advisory services for the operational budget and NAF fund activities. Develops goals and objectives that integrate organization and NAF Accounting Office objectives. Develops, implements, and executes the NAF accounting and financial services operations. Revises, adapts, or modifies accounting processes to meet local management requirements. Establishes policies and procedures for accomplishment of financial management assignments related to the receipt, disbursement, accounting procedures, and safeguarding of funds. Plans and schedules work in a manner that promotes a smooth flow and ensures deadlines are met. Identifies need for changes in priorities and takes action to implement such changes. Identifies work to be accomplished by subordinates, sets and adjusts priorities as needed, and implements changes. Assigns work to subordinate employees based on organization priorities and consideration of difficulty and requirements of assignments such that the experience, training and abilities of staff are effectively utilized to meet needs. Balances workload and provides advice, guidance, and direction on a wide range of financial service and administrative issues. Coordinates with other NAF activity personnel, flight chiefs, and FSS leadership as appropriate, providing training/instruction as required. Review and approve financial documents/transactions prepared by NAF AO personnel to ensure accuracy and correctness. Monitors the reconciliation of general ledger and subsidiary accounts to include audits of backup documentation as necessary. Conducts analyses, reviews, and special studies of financial management and/or related information for assigned programs/organizations. Assess and revise policies and procedures as needed to find ways to improve quality, timeliness and efficiency of duties. Responsible for the receipt, safekeeping, deposit, disbursement and accountability of all activities funds, including daily and monthly financial recordkeeping requirements. Interprets non-appropriated fund (NAF) finance and accounting policies and procedures outlined by AF and higher headquarters instructions, policies or directives. Serves as subject matter expert for accounting functions. Prepares reports and performs audits as required for management, leadership, or other AF agencies upon request. Oversee the process of NAF Travel Orders and assists with the oversight of the NAF Purchase Card program Supervisory personnel management responsibilities to include all personnel actions (i.e. recruitment, hiring, termination, wage increases, performance reviews, feedback, training/instruction, identify and provide developmental and training needs, awards, warnings and disciplinary actions, resolving complaints). Qualification

You will receive credit for all qualifying experience, including volunteer experience. Qualifying Experience: Through knowledge of the concepts and theories of Generally Accepted Accounting Principles (GAAP), principles and practices of general and cost accounting, taxation, budgeting and analysis of financial statements. Understanding of legal principles that govern financial transactions and their relationships. Experience in supervising people and processes. Experience working with Microsoft Office software, to include Excel, Word and Outlook. Ability to operate Microsoft Power Point is preferred. Experience with automated accounting software. Basic knowledge of payroll guidelines and processes. Good oral and written communication skills. Must possess good customer service skills. One full year of graduate level education; or , superior academic achievement or, must have specialized experience that provided the knowledge of accounting methods, procedures, and techniques used in maintaining and analyzing all classes of accounts in accounting system encompassing a number or diversified activities, ability to prepare financial statements and reports. Knowledge of the accounting system sufficient to flow individual funds and specific monies from initiation through expenditure stages in order to trace discrepancies in the system

Education

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements.
