Job summary

You will serve as a MANAGER (ND-05) or SUPERVISORY ENGINEER OR SUPERVISOR SCIENTIST (ND-04) in the UUS Development and Acquistion Branch (4532) of NAVUNSEAWARCENDIV NEWPORT RI. This position is part of the Warfare Centers Personnel Demonstration Project. The ND-5 pay band is equivalent to GS-14 and GS-15 grade levels. The ND-4 pay band is equivalent to GS-12 and GS-13 grade levels.

Major duties

You will be responsible for the administrative and technical supervision of a medium size workforce consisting of employees of various engineering, scientific, and technical backgrounds. You will be responsible to plan, establish, direct and maintain the effectiveness and safety of personnel and facilities. You will provide technical and management oversight and day-to-day supervision of employees to ensure delivery and quality of products assigned to their organization. You will work with Technical Project Managers (TPM), Lead System Engineers (LSE), Functional Chief Engineers (FUNCHENG), and other line managers to assess product status and correct/mitigate issues and risks. You will ensure that technical and business processes within their branch are operating effectively and address any issues as they arise. You will perform workforce-to-workload assessments to identify technical skill short falls and skill imbalances to be addressed via personnel development, department hiring and/or contract actions. You will be required to communicate organizational items of interest to employees and develop near-term and far-term branch goals that support the strategic organizational goals of the organization. You will require knowledge of Naval Undersea Warfare Center contracting and procurement processes and promote the proper use of these processes. You will develop a skilled workforce by the creation of individual development and career plans, training opportunities, and employee mentoring. You will develop performance standards and conduct periodic performance evaluations for employees including, but not limited to, mid-year and end-of-year performance reviews and/or appraisals. You will require knowledge of Undersea Warfare weapons, systems, associated test and support equipment, logistics and systems analysis. You will require knowledge of systems development and systems engineering processes and methods. You will interface and communicate effectively both orally and in writing with personnel internal and external to the organization and senior executive service, Captains and Admirals. You will effectively estimate and track project tasking costs, schedule and performance, and assign personnel resources to achieve the project objectives. You will motivate personnel, build consensus, and deal with difficult personnel matters, and be required to effectively manage multiple tasks simultaneously.

Qualification

This is an interdisciplinary position and may be filled by a General Engineering (0801 series), Oceanography (1360 series), or a Computer Scientist (1550-series) depending upon the qualifications of the candidate. TO QUALIFY FOR THE ND-05 MANAGER POSITION: Your resume must demonstrate at least one year of specialized experience at or equivalent to the ND-04 (GS-12/13) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional engineer or scientist providing technical or administrative oversight to develop systems engineering processes or methods for support of submarine or undersea test and evaluation projects. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: For the Professional (General Engineering) 0801 series: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above) OR Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. For the Oceanography 1360 series: Degree: major study of at least 24 semester hours in oceanography or a related discipline such as physics, meteorology, geophysics, mathematics, chemistry, engineering, geology, or biology, plus 20 additional semester hours in any combination of oceanography, physics, geophysics, chemistry, mathematics, meteorology, computer science, and engineering sciences. or Combination of education and experience -- course work as shown in A above, plus appropriate experience or additional education. Applicants who qualify on the basis of major study in biology or geology must have had at least 6 semester hours in the major directly concerned with marine science or 6 semester hours in oceanography; applicants who qualify on the basis of other physical sciences or engineering must have had differential and integral calculus and at least 6 semester hours in physics. Computer Science 1550 series: Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.
