Job summary
You will serve as a PWD CONSTRUCTION DIRECTOR in the PLANNING, DESIGN, & CONSTRUCTION DIVISION of NAVFAC ENGINEERING CMD MID-ATLANTIC.
Major duties
You will provide administrative and technical supervision to employees. You will develop performance plans, evaluate work performance of subordinates, and provide recommended ratings of record. You will provide construction-engineering expertise in major engineering disciplines on projects of an unusual or complex nature. You will establish effective management procedures for office and field administration. You will provide accurate workload projections and provide monthly status of anticipated shortcomings to target values. You will make recommendations for changes in the organizational structure of the team.
Qualification
This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE) if applying for the 0801 series. You must be a Registered Architect (RA) if applying for the 0808 series. Your license or registration must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. You MUST provide a copy of your current license/registration with your application. A copy of a wall certificate that does not have an expiration date will not serve to verify this requirement. In addition to the Selective Placement Factor, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing advanced engineering principles, theories, concepts and standards sufficient to extend or modify theories and concepts and to resolve unique or novel problems; 2) Providing administration and technical supervision over construction contracts and specialized technical fields of civil, mechanical, electrical and structural engineering as well as architectural design; 3) Maintaining Initiative, ingenuity, persuasive ability, fairness, integrity, fact, and sound judgment; 4) Developing effective oral and written presentations and briefings with experience in producing completed staff work and in conducting effective meetings; 5) Negotiating with persuasive arguments and reconciling differing interests is required.
