Major duties

Exercises full technical and administrative responsibility over a staff of pre-award and post-award Contract Specialists. Responsible for development and execution of specific action plans to implement decisions that involve major, multi-million-dollar DLA investments. Directs, plans, organizes, coordinates, and integrates the work of subordinates in the performance of acquisition functions, involving complex pre-award, post-award, and contract administration management processes. Ensures coordination with other integrated and supplier support teams, administrative, technical and support organizations; legal office and all other organizational elements as might be required. Manages the execution of decisions, and guidance at the site, based on the direction of the Head of the Contracting Activity. Exercises supervision over all aspects of the process execution at the assigned location. Ensures proper resources and mechanisms are in place at the site to support the development of ongoing maintenance of Procurement policies, business rules, system enhancements, and training, under direction from higher management authority. Reviews and approves projects, decisions, and contracts, ensuring compatibility and consistency of interpretation, and that actions taken, and contracts executed accurately reflect the Department of Defense (DoD)/DLA polices and directives. Plans and directs the procurement activities for assigned purchase programs. Manages and directs the full range of negotiations, award, modification, management/administration, and termination of contracts encompassing the full range of diverse and extremely complex types. Serves as a technical consultant and advisor to the Acquisition Executive and Head of the Contracting Activity. Manages, directs, coordinates, and controls all aspects related to contracting of DLA and all assigned program responsibilities, acquisition planning, contract solicitation, proposal evaluation... CONT... contract negotiation, contract execution, contract management, contract administration, and process management. Exercises responsibility for the proper application of procurement laws, rules, regulations, decisions, and other directives and sound business judgment on all contractual actions for DLA. Leads negotiations for major problem transactions, arbitrating and resolving differences, and negotiating counter offers or rebuttals where subordinates cannot reach agreement. Ensures legal, technical, and administrative adequacy of contracting actions, as well as compliance with applicable regulations, policies, and directives.

Qualification

To qualify for a Supervisory Contract Specialist your resume and supporting documentation must support: A. Basic Contracting Requirement: A.) A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000, are excluded from the requirements of "A)" above. B. CAP or CAP-KLP Requirement: Must possess 4 years of acquisition experience. Additionally, incumbent must remain in position for a minimum of three years and must sign a written tenure agreement (DD Form 2888). Waiver and deviations may be approved under certain circumstances. C. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. In addition to meeting the Basic Contracting and CAP Requirements above, to qualify at the GS-15 level, applicants must possess one year of specialized experience equivalent to the GS-14 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Strong Interpersonal and leadership skills Exercises extensive in-depth knowledge of Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation Supplement (DFARS) and statutory laws applicable to the overall acquisition process Utilizes a thorough knowledge of procurement policy, methods, and contracting functions to accomplish day-to-day operations, resolve problems and improve procedures Mastery of analytical and problem solving skills Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study. FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
