Job summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of DoD to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Incumbent will serve as Chief, Facilities, Specialty Services and Technology Support Division for the Huntsville Engineering and Support Center (HNC), in Huntsville, Alabama with unlimited signatory authority for significant programs.

Major duties

Supervises, manages, and provides guidance, advice, and assistance to subordinate Huntsville Center Contracting Branch Chiefs, Section Chiefs, and Team Leaders. Implements contracting laws, higher authority directives, policies, develops and issues local guidance. Establishes reporting procedures and priorities to ensure compliance with program directives and goals established by Center Chief of Contracting. Provide advice on complex acquisition planning, solicitation, negotiation, cost and price analysis, evaluation, award and contract administration for the full range of contract types. Develops organizational plans and goals through subordinate Branch Chiefs. Directs, coordinates, and oversees work using subordinate Branch Chiefs, Section Chiefs, and Team Leaders.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Supervisory Contract Specialist: Degree and Experience: I have a bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees (Note: You must attach a copy of your transcripts.); and have completed all mandatory training requirements for a Contracting Professional Certification as prescribed by the head of the agency for progression to higher level contracting positions; and possess four years of acquisition experience (At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower grade level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.) OR I do not meet the education requirements above. However, I am a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency; OR (2) Served as a military member in a comparable military occupational specialty. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience equivalent to the GS-14 grade level which includes: 1. Perform supervisory duties for the personnel management of acquisition and procurement staff; 2. Execute comprehensive acquisition strategies, initiatives, and plans to address unique acquisition problems and meet critical acquisition mission requirements; 3. Develop contract and acquisition administration policies, procedures, and techniques; 4. Collaborate with high level senior civilian and military leadership, key officials, and other stakeholders to defend, and advocate for the missions, operating budget, and contractual/acquisition policies and programs; and 5. Provide expert technical leadership, staff coordination, and guidance in contracting and acquisition system matters. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14) Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
