You will serve as SUPERVISORY CONTRACT SPECIALIST in the ACQISITION DIVISION of NAV FACILITIES ENGINEERING COMMAND SE. Major duties

You will interpret relevant contracting laws, regulations, policies, standards, or procedures to determine applicability to specific contracting issues. You will perform pre-award/post-award functions for procurements involving complex and specialized procurements for Facilities construction, design and services of significant importance to the agency. You will give advice, counsel, and instruction to employees on both work and administrative matters. You will plan work to be accomplished by subordinates to meet program goals, objectives, and command priorities, sets and adjusts short-term priorities, and participates and prepares schedules for completion of work. You will assign work based on priorities, selective consideration of difficulty and requirements of the assignment, and capabilities of the employee. You will provide training opportunities, supports individual growth and development through Individual Development Training Plan (IDP). Qualification

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Performing pre-award functions for procurements involving complex contracts of highly specialized, extensive, new or innovative equipment systems, research, facilities construction and services of significant importance to the agency; 2) Providing guidance and interpretation to lower level employees on procurement regulations, policies, and procedures; 3) Negotiating changes in prices, terms and conditions; 4) Reviewing and preparing price negotiation memoranda and business clearance memoranda; and 5) Advising employees on technical and administrative matters to achieve organizational operational objectives. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
