This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This is a Supervisory Contract Specialist, GS-1102-14 position located in Tulsa, OK.
Major duties
You will direct the functions of the assigned Branch (Civil or Military) in the accomplishment of assigned functions to include acquisition planning, solicitation, proposal evaluation, contract award and contract administration. You will serve as Source Selection Authority as well as maintain an unlimited Contracting Officer Warrant Authority. You will provide management oversight of procurement and contracting activities in areas of preparation and issuance of sources sought announcements, etc. You will provide procurement technical support in all areas of pre- and post-award for the business-related areas of the contracts. You will advise acquisition personnel, Contracting Officers, Contract Specialists, primary customers, and District office personnel in all phases of the acquisition process.
Qualification
Who May Apply: US Citizens In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Education Requirement: A bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. (Note: You must attach a copy of your transcripts.) Specialized Experience: At least one full year of specialized experience equivalent to the GS-13 level in the Federal service which includes 1) Performing pre-award and post award contracting work (including market research, price/cost analysis, negotiation, and administration) for construction, and service/supply contracts. AND 2) Review contracts for regulatory compliance, and for effectiveness to meet goals and objective.
