Major duties
Carries out a variety of duties as supervisor of a multi-functional staff, assigns work, evaluates performance, identifies the developmental and training needs, develops methods to improve production and quality of the work. Provides DCMA external and internal customers with technical and analytical guidance throughout all phases and levels of the DoD Acquisition process. Provides technical support of automated information systems (AIS) design and development activities, support test planning, preparations and execution in accordance with the approved Test and Evaluation Master Plan (TEMP). Reviews and evaluates project management systems including their ability to satisfactorily plan, schedule, estimate costs, develop, modify, maintain, and deliver AIS products. Prepares and presents briefings to include flag level; provides regular status reporting. Chairs, or serves as a member of various boards and committees, with delegated commitment authority. Provides program management for automation systems regarding finance, payment, and administration functions. Develops, integrates and implements solutions to diverse and highly complex problems across multiple areas and disciplines. Measure, assess, analyze, advise and report on performance and implement appropriate actions.
Qualification
To qualify for a Supervisory Contract Information Resources Specialist, your resume and supporting documentation must support: A: Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in, or related to, this position. To qualify for the NH-04 level, specialized experience must be at the NH-03 or GS-13 grade level or equivalent under other pay systems in the Federal service, military or private sector. Creditable specialized experience includes: Providing contract administration guidance and oversight to a group of contracting professionals on a variety of issues such as the resolution of contract administration and contract payment issues. Leading, coaching, and mentoring subordinates and other team members responsible for all phases of contract administration. Developing presentations and briefing senior leadership on acquisition policy changes and their organizational impact. Providing functional requirements for the development or enhancement of IT applications. Applying complex fact-finding, analytical, and problem-solving techniques to perform a variety of complex assignments.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
