Job summary

You will serve as a SUPERVISORY ADMINISTRATIVE SPECIALIST in the PUBLIC WORKS DEPARTMENT of NAVFAC ROICC SOUDA BAY located in Souda Bay, Greece.

Major duties

You will develop management analysis, plans and criteria related to application of properly using Federal funds, information technology, internal control and physical security. You will perform needs analysis to define opportunities for new or improved business process solutions. You will review financial documents (e.g. procurement requests, financial plan changes, extension of funds) to identify potential impacts on program objectives, productivity, and performance. You will be responsible for Navy Working Capital Fund formulation and execution process in support of the Business and Support Lines. You will analyze program requirements impacting budgetary and financial policy to identify recommendations for acquisition or use of funds. You will approve request for personnel action and manages civilian performance appraisals for PWD Souda Bay.

Qualification

Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-11) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Formulating business management strategies and funding plans to maintain the operations of real property maintenance activities, contracting procedures, logistics and/or facilities management. 2) Overseeing the departments budgetary and financial processes and procedures to monitor cost center operating budgets, staffing levels and efficiency targets of various programs (i.e. Navy Working Capital Fund Operation, purchase card, travel card, Defense Travel Systems, travel regulations, SLDCADA and timekeeping). 3) Identifying corrective actions to potential problem areas to ensure the application of sound business management practices. 4) Utilizing workforce management regulations, processes and procedures to manage all personnel actions (i.e. recruitments, awards, disciplinary actions). Education

ADDITIONAL INFORMATION: This position is considered Non-Critical Sensitive. The incumbent must be able to obtain and maintain a security clearance at the Secret Level. The position is AIS-II The position may require ytravel by military and civilian aircraft. A valid U.S. state driving license is required. The NATO Status of Force Agreement (SOFA) between Greece and the United States prohibits the hiring of any person who holds Greek citizenship/nationality as part of the civilian component with the US Forces in Greece. Whether a person is a Greek citizen/national is a determination made under both U.S. and Greek law. In addition, U.S. citizens who are considered "ordinary resident" in Greece are also ineligible for employment by U.S. commands and activities under U.S. appropriated fund conditions in Greece. Souda Bay is a location that is a without the Department of Defense Education Activity (DODEA) support normally associated with an overseas assignment. Choosing the educational option that will be most effective for your child will be a critical decision you will have to make. Options are limited to boarding school, DOD virtual school, home school and 2 international schools. The participating International schools located on the Island of Crete are not conducive for High School Students preparing for College and most high school students attend boarding school.
