Job summary
Who may apply: Current, permanent DFAS employees in the competitive service and current DFAS VRA employees in the local commuting area and eligible DoD PPP Military Spouse preference applicants. This announcement will be used to fill positions with an entry grade of GS-8, or GS-9 with a target grade of GS-9.The minimum salary for grade GS-8 is $56,607, the maximum salary is $73,587. The minimum salary for grade GS-9 is $ 62,522, the maximum salary is $81,27.
Major duties
Directs, plans, organizes, coordinates, and reviews the work of subordinate employees involved in conducting extensive research, analysis, investigation and monitoring of the root causes of problem disbursements and obligations. Manages a preventative program for at risk contracts to include updating complex contract reconciliations with current transactions and working with entitlements to relay payment instructions. Provides direction and supervision over the receipt, review, and processing of all types of accounting transactions. Ensures the proper maintenance of records, reconciliations, adjustments, and corrective actions. Keeps abreast of changes in policies, regulations, and directives to determine effect on operations. Provides technical advice, information and assistance and coordinates unique, high visibility actions with others.
Qualification
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-07) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience at the GS-08 grade level is defined as: reconciling accounts in accounting systems involving extensive subdivision of accounts, frequent and varied adjustments to accounts, or extensive balancing and reconciling of detailed summary accounts; or resolving problems in balancing accounts, and adjusting discrepancies. Provide technical information to co-workers and employees on accounting support processing, policies, procedures, and functions in an expert capacity. Specialized Experience at the GS-09 grade level is defined as: performing contract reconciliations and identifying and correcting discrepancies disparities between payment and contractual information in automated accounting systems; resolving problems in balancing accounts that have been referred by less senior technicians, and adjusting discrepancies for unusual account issues where no precedent exists. Provide technical information to co-workers and employees on accounting support processing, policies, procedures, and functions in an expert capacity. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. For the GS-08: Applicant must have served 52 weeks as a GS-07 or higher grade in Federal Service. For the GS-09: Applicant must have served 52 weeks as a GS-08 or higher grade in Federal Service. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
Education
GS-08 Substitution of Education for Experience: Eighteen months of graduate level education may be substituted to meet the specialized experience required when it is directly related to the work of the position being filled. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html). GS-9 Substitution of Education for Experience: Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
