Job summary

Major duties
Duties described below reflect the full performance level GS-08. Duties assigned to an entry grade of GS-07 will be developmental in nature. Supervises and directs functions in support of accounting transactions related to contract payments, personal services payment, and material transactions for goods and services for the organization. Oversees the accomplishment of technical work in accordance with policy, directives, regulations, and reporting requirements. Interprets regulations, requirements, and policies to ensure compliance. Ensures accuracy, propriety, and legality of accounting transactions through extensive review of documents. Responsible and accountable for assigned program areas including the development, documentation, and operation of both internal processes and administrative, technical, and automated systems controls. Provides advice, counsel, and instruction to employees on both work-related and administrative matters.
Qualification
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-06 for GS-07 and GS-07 for GS-08) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience for the GS-07 level is defined as: maintaining accounting or financial ledgers; posting financial transactions; preparing accounting reports; reconciling accounts and working with a variety of accounting and financial automated systems. Specialized experience for the GS-08 level is defined as: processing and auditing complex contracts and pay entitlement transactions; reconciling pay system and financial system data; working with a variety of electronic systems to review and resolve pay transaction issues. Time-in-Grade for GS-07: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-06 or higher grade in Federal Service. Time-in-Grade for GS-08: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-07 or higher grade in Federal Service. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
Education
GS-07 Substitution of Education for Experience: One full year of graduate level education may be substituted to meet the specialized experience required when it is directly related to the work of the position being filled. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. GS-08 Substitution of Education for Experience: Eighteen months of graduate level education may be substituted to meet the specialized experience required when it is directly related to the work of the position being filled. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
