Job summary

Major duties
Supervises and directs functions in support of accounting transactions related to contract payments, personal services payment, and material transactions for goods and services for the organization. Oversees subordinate Accounting Technicians, or through subordinate Lead Accounting Technicians, oversees the accomplishment of technical work in accordance with policy, directives, regulations, and reporting requirements. Interprets regulations, requirements, and policies, including changes, updates, and automated systems modifications, to ensure compliance. Trains and assists lower level accounting technicians with techniques to correct and process accounting inputs. Plans and schedules work to be accomplished; sets and adjusts short-term priorities for completion of work. Positions filled at less than the full performance level will be developmental in nature.
Qualification

GS-07: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-06) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience Is Defined As: Maintaining accounting or financial ledgers, posting financial transactions, preparing accounting reports, reconciling accounts, and working with a variety of accounting and financial automated systems. GS-08: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-07) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience Is Defined As: Processing and auditing complex contracts and vendor pay entitlement transactions, reconciling pay system and financial system data and working with a variety of electronic systems to review and resolve pay transaction issues. One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-07) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience. This announcement will be used to fill positions with an entry grade of GS-7, or GS-8 with a target grade of GS-8. The minimum salary for grade GS-7 is $49,025.00the maximum salary is $63,733.00. The minimum salary for grade GS-8 is $54,292.00 the maximum salary is $70,578.00. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement. This position requires you to obtain and maintain a Level 1 Certification under the DoD Financial Management (FM) Certification Program as a condition of employment. If you are selected, you will have to obtain this certification within two (2) years of your entry on duty in the position unless you are already in a position that requires a Level 1 Certification in which case you must complete the certification within the original 2-year period. Failure to become certified within the required time-frame may be grounds for removal from the position and/or from Federal service. Education
GS-07 Substitution of Education for Experience: One full year of graduate level education may be substituted to meet the specialized experience required when it is directly related to the work of the position being filled. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
