Major duties

*This is an Interdisciplinary Position in that various specialties in the social and behavioral sciences can provide the necessary background to successfully perform the aspects of the job. The exact series of the position will be determined by the background and area of qualification of the employee selected for the position. The position is classifiable in either one of the following series: Psychologist, NF-0180-04 or Social Worker, NF-0185-04. Incumbent serves as the as the Clinical supervisor for the Substance Abuse Counseling Center (SACC), Substance Abuse Program (SAP), Marine and Family Programs, Marine Corps Community Services and works under the overall supervision of the SACC Director (or the MCCS designee). Independently oversees professional counseling staff and the day-to-day operations of an ongoing substance misuse focused non-medical counseling program designed to prevent and provide non-medical counseling and supportive services for alcohol and drug misuse related problems of active duty military and their eligible family members, as space permits. Work is reviewed for overall program effectiveness. As a privileged and credentialed tier III Licensed Independent Practitioner (LIP), performs bio-psychosocial assessments, and reviews clinical assessments of clients; provides a narrative of presenting issues and is familiar with Diagnostic and Statistical Manual of Mental Disorders (DSM) psychiatric disorders in order to complete medical referrals and ensure subordinates remain in scope of practice. Demonstrates ability to determine level of client services based on American Society of Addiction Medicine¿s Patient Placement Criteria (ASAM-PPC2) that focuses on service intensity and individual client needs. Screens, interviews and refers, when necessary, cases beyond the professional scope of the SAP staff. Applies current directives and accepted clinical principles and practices in managing the non-medical counseling functions of the SAP. Applies professional knowledge of psychological/addiction counseling principles, theories, and methods to specific drug and alcohol misuse situations and problems. Manages a multi-modality, comprehensive non-medical alcohol and drug misuse service program for active duty military and their eligible family members. Develops and/or provides professional improvement/quality assurance by implementing or maintaining performance improvement and quality assurance processes. Makes improvements, solves problems or takes corrective action when problems arise. Keeps the SACC Director informed on potential issues and concerns that can affect the viability of the SAP. Maintains contact with other Marine installations, USMC Headquarters, community, and private organizations to keep abreast of current research in the field of substance use and misuse and of new and evidence-based practices in counseling. Maintains liaison with other counseling/helping programs. Provides expert information to installation commanders, counseling/ helping programs, medical personnel, and civilian community concerning the SAP. Supports internal policies in keeping with existing regulations, management principles, and clinical ethics. Resolves complaints of subordinates. May approve leave, recommend transfers, disciplinary actions, etc., for subordinates as required. Manages/supervises performance of subordinates. Provides clinical supervision. Clinical supervision is carried out both in structured one-on-one and group settings. It includes case consultation, structured case presentation, initiation of individualized service plans, supervision of in-service training, and assisting the staff members to maintain professional perspective when working with difficult clients, and recognition of their limitations as well as the resource limitations of the program. Plans and organizes work to meet workload demands and to manage caseloads among staff members. Provides oversight for clinical counselors in supervision and execution of clinical assessments of clients. Performs expert level assessment, referral, and service provision of most complex cases. Directs clinical counselor in researching and determining professional training needs and opportunities for staff. Conducts an on-going review of program functioning, and evaluates service effectiveness. Ensures that initial interviews, evaluations, and services are in accordance with established policies and current guidelines. Evaluates client progress and adequacy of services and follow-up. Establishes individualized performance goals and holds responsibility for the timely accomplishment of work in keeping with overall plans. Prepares and conducts in-service training as required by SACC Director. Reviews and signs all clinical documentation for tier I and tier II staff in accordance with SECNAVINST 1754.8. MAJOR DUTIES CONT. May conduct internal personnel administration and management tasks as needed; executes performance appraisals; discusses outstanding or weak performance with subordinates. Evaluates professional development activities to ensure training goals are met. Determines end results of overall work effort in meeting established program objectives and plans. Enforces subordinate adherence to policies in keeping with standards of non-medical clinical care, existing regulations, and ethics governing work conduct. Ensures that all individual client records prepared by subordinate personnel are maintained in accordance with standards and regulations; reviews content and quality to ensure appropriateness and accuracy of the notations, and that continuity of client care is reflected in the case recording. Ensures that clinical staff members complete all requirements for achieving /maintaining licensure/certification. May provide additional training based on local needs or clinical issues. Carries a caseload that allows time for clinical management and supervision. Screens, interviews and refers cases to medical care/inpatient treatment as appropriate. Conducts individual, group and/or family non-medical counseling with clients that present for care with substance misuse related concerns that are in the scope of non-medical counseling services. Uses evidence-based and evidence-informed techniques to help clients stop, change, or cope with their primary presenting issue as it relates to the substance misuse, family relationships, and job performance, leading to the development of a healthy lifestyle. Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner. Takes action to solve problems quickly. Alerts the higher-level supervisor, or proper point of contact for help when problems arise. Adheres to safety regulations and standards. Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor. Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment. May work a fluctuating work schedule to complete work assignments outside of the typical work week and work hours (to include weekends as necessary). Performs other related duties as assigned. QUALIFICATIONS: Required Degree: Must possess a master¿s degree from a college or university with a program nationally accredited in: social work or psychology, marriage and family therapy, licensed professional counseling, or in a related behavioral health field. Required Licensure: Highest licensure by a State or National regulatory board that authorizes independent clinical practice that is current, valid, unrestricted and in good standing in at least one of the following: clinical social work, licensed marriage and family therapist, licensed professional counselor, or clinical psychologist that meet the DoD requirements. Must provide a photocopy of licensure with their application. Required Experience: Tier III must have engaged in at least two years post licensure, that includes at least 2,000 hours post licensure or 4,000 hours post graduate degree, full-time clinical experience in a clinical setting. Two of these years must include documented post-licensure clinical experience in substance use disorder treatment. Must have at least two years of post-licensure experience as a clinical supervisor of professional clinical providers. Required Certification: Certified substance abuse counselor (Alcohol and Drug Counselor II, International Certification & Reciprocity Consortium substance abuse counselor certification, or state equivalent) required at time of hire. Expert knowledge of Marine Corps substance abuse policies, directives and regulations. Make recommendations significantly changing or developing programs. Knowledge of the SACC budgetary goals and objectives. Comprehensive knowledge and understanding of the USMC model and continuum of care. Expert knowledge of substance misuse issues within the Marine Corps and related program policies, procedures, and regulations to serve as an installation subject matter expert is highly preferred. Skill to plan, organize, and direct both internal and interdisciplinary clinical team meetings and to communicate effectively with management and command toward understanding and utilization of SAP services. Expert knowledge of the concepts, principles, procedures, and practices relating to substance misuse within an active duty population and evidence-based and evidence-informed counseling techniques. Ability to provide clinical supervision of subordinates individually and in group settings. Ability to teach therapeutic techniques in prevention and intervention for substance misuse to subordinates. Skill and ability to apply this knowledge to difficult and complex work assignments, and in the development of new methods, approaches, and non-medical counseling procedures. Ability to review and evaluate a wide range of training aids and materials. Expert skill and ability to review client¿s bio-psychosocial history to develop comprehensive individualized service plan. Must be able to properly document interview findings. Ability to assess the needs of the clients, provide non-medical counseling services to clients in recognition of their substance use and misuse, and recommend techniques and goals during the counseling phase. Ability to present higher level command briefings, court testimonies, and conduct liaison, in-service, etc. Ability and skill to prepare accurate written case documentation involving multiple service goals and more complex cases, general correspondence, congressional correspondence, and staff papers. Will be required to obtain a clearance at the Tier 3 level to satisfy IT Level II designation access and enter information to the Alcohol and Drug Management Information Tracking System (ADMITS), if access is to ADMITS is required to fulfill the requirements of this position. Appointment and continued employment is subject to a favorable adjudication of the security investigation. May work a fluctuating work schedule to complete work assignments outside of the typical work week and work hours (to include weekends as necessary). In accordance with SECNAVINST 1754.8, will be required to obtain a tier III credential and clinical privilege by submitting an application to the HQMC credential and review board.
