Job summary

About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the United States Army Installation Management Command, U.S. Army Garrison Stuttgart in Boeblingen, Germany.

Major duties

Incumbent is responsible for the development, planning, oversight, administration, management, implementation, and enforcement within the installation of one or more of the DCIPS intelligence- related security disciplines. Serves as a Security Specialist for one or more security programs defined by the AR 380-series regulations. Provides definitive technical advice and assistance to the Garrison Commander regarding the establishment of a comprehensive security program that does not unduly hamper the command’s operations. Advises the supervisor of recommended policy or procedural changes. Evaluates security program resources within the installation and initiates programming, budgeting and manpower actions to address requirements.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. To qualify based on your experience, your resume must describe at least one year of experience equivalent to the GG/GS-11 that prepared you to do this job. Specialized experience is defined as experience with at least two of the following security disciplines: Industrial Security, Information Security, Personnel Security. This definition of specialized experience is typical of work performed at the next lower grade/level in the Federal service (GG/GS-11). You will be evaluated on the basis of your level of competency in the following areas: Organizational Awareness Technical Security Vulnerabilities Assessment and Management Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series. *** Please Note *** Employees (and their family members) who require medical or dental care in overseas areas may experience severe limitations accessing medical care both on the military installation and the local economy, and also could incur costly medical expenses. In the overseas areas, access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only. Medical care may be provided by host nation providers. The availability and level of care at host nation medical facilities will vary by location. Movement overseas may require you to initiate a change in your health benefits plan to ensure coverage. -If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12. -If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler, but for the child's age, is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for Early Intervention Services (EIS) will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI1342.12 and DoDM 1342.12. -Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.
