Job summary
You will serve as a SECURITY SPECIALIST in the EXECUTIVE DEPARTMENT (N00) of COMHELSEACOMBATWING LANT.
Major duties
You will be responsible for responsible for overall Information Systems, Personnel, Physical and Information Resources (IR) Security, Operations Security (OPSEC), Physical Security and Loss Prevention. You will provide program management, security guidance and expertise for SAP-related activities. You will ensure effectiveness in the command application of administrative policy and procedures for the security, use and dissemination of Sensitive Compartmented Information (SCI) within Department of the Navy (DoN) Cryptologic community. You will function as the Special Security Officer (SSO). You will function as the manager/principle advisor to the Commander for all matters pertaining to the security/protection, control and utilization of SCI. You will develop contents/prepare and present various security awareness lectures and personnel security indoctrinations and debriefings. You will conduct command inspections or internal reviews concentrating on information and personnel security requirements/regulations. You will develop procedures relating to investigations/information collection/interview technique, and reporting policies. You will utilize CNO/SSO Navy Joint Personnel Adjudication System (JPAS), ONI Scattered Castles, NSA Human resource management Concerto system to monitor daily productivity. You will formulate and coordinate the Command Security Awareness Training and Education (SATE) program.
Qualification
GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience in and must have a comprehensive knowledge of SECNAV/CNO, CIA, NSA, DIA, NCIS, SSO, Navy/CYBERFORCOM policies and procedures. Experience demonstrating the mastery of complex security concepts, principles and practices involving the three major specialized areas of personnel, information, and physical security. Experience analyzing and resolving difficult, complex and highly sensitive security issues involving conflicting source information/testimony received during the conduct of personnel security investigations, security violations and practicing dangerous to security investigations; requiring that formal security violation reports and recommendations for continued access be submitted to DON CAF for review and final determination. Experience as a Primary Information and Personnel Security Manager, Operations Security (OPSEC) Manager and Special Security Officer/Sensitive Compartmented Information (SSO/SCI) authoritative source interpreting and analyzing overlapping and/or conflicting security policy and procedural guidance promulgated by Washington level and chain of command authorities. Experience providing appropriated direction and/or guidance to management officials and other security specialists at the same and lower levels, including implementing and applying policy/procedures to command elements and detachments and, when appropriate, to multi-service tenants of the command. Experience determining what specific security areas/issues shall be included in developing ISSAs, and MOUs between command and particular DoD or federal agencies under negation. Experience in the specialized area of physical security, providing a combination of supervision, over-sight, coordination and planning concerning utilization of state-of-the-art security systems and devices (intrusion detection alarms, access control, stowage, and destruction/disposal) designed to protect the unauthorized disclosure of classified information/holdings. This includes maintaining liaison with security technical specialist involved with TEMPEST (emanation vulnerability), and IT security penetration. Experience as a Counterintelligence Polygraph program manager and coordinating polygraphs for all assigned staff and student personnel with local NCIS polygraphists. Experience as an NSA Information Systems Program Manager certifying assigned staff, student, and contractor personnel in the NSA Information Systems program data base. Members must be entered into the NSA data base and be approved by NSA in order to receive an account that accesses members to the NSA NET. Members are required to be updated annually for continued uninterrupted service. Experience in and comprehensive knowledge of a wide range of security concepts, principles, and practices sufficient to consider and apply several alternatives according to the security requirements for highly specific situations, availability of materials, relationships with other protective programs, a cost/benefit consideration, they also consider administrative processes such as overlapping requirements to protect the security of the organization as well as the privacy and reputation of individuals in sensitive, delicate, or controversial situations. Experience and mastery knowledge of security classification methods, concepts, and eligibility for access to classified or sensitive information to review plans for proposed or new projects, organizations, and/or mission to assure the presence of adequate planning for information security and other controls. Experience planning and carrying out reviews of unit and/or contractor security programs, analyzing and evaluating reports and conditions to recommend remedial actions. .
