Job summary

THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a SAFETY AND OCCUPATIONAL HEALTH MANAGER (Title 5), Position Description Number T5886000 and is part of the OK JFHQ, Oklahoma Army National Guard.

Major duties

This position is located in the Army National Guard (ARNG) Joint Force Headquarters (JFHQ)/State, Territory, and District of Columbia Safety and Occupational Health Office. Serves as the Senior State, Territory, District of Columbia Safety Occupational Health (SOHM) Manager in the maintenance of a comprehensive safety, Occupational Health, and Industrial Hygiene programs. The State SOHM is the principal advisor to The Adjutant General and is responsible for developing, planning, organizing, directing, coordinating, executing, and evaluating SOH-related matters of mission execution pertaining to AR 385-10 and SOH regulatory and statutory requirements. Manages a staff of professional and technical personnel to ensure effective Safety, Occupational & Environmental Health (SO&EH) program and Army Safety and Occupational Health Management Systems (ASOHMS) implementation within the broad framework of statutory public law, DOD, Army, and National Guard policy, goals, and objectives. Develops, implements, plans, directs, and controls a comprehensive SOH program involving a wide variety of industrial processes, shops, equipment, material, and machinery, some of which are unconventional and unique to the organization, highly hazardous and involve dangerous material. Develops the State SOH Plan to include applicability of fourteen Army SOH functional areas. Development of applicable local policy and procedures for State SOH programs. Manages, executes, monitors, and evaluates State functional Safety and Occupational Health Programs for effective implementation. Conducts safety reviews for the Annual Safety Plan, Workplace Design and Engineering processes, construction facility reuse projects, Support Force Protection Planning, Emergency Operations Plans, and mishap reports for accuracy, completeness, and timeliness. Plans, assigns, and evaluates work of subordinates. Using subordinate supervisors, group/committee chairs, and the like, oversees and directs SOH work activities. Makes decisions on work issues presented by subordinate supervisors or leaders. Evaluates subordinate supervisors/leaders and serves as the reviewing official on evaluations of non-supervisory employees rated by subordinate supervisors. Makes and approves selection for subordinate non-supervisory positions. Conducts hiring interviews and selections for subordinate supervisory/work leader positions. Receives and resolves group grievances or serious employee complaints and conducts disciplinary actions involving subordinates. Schedules and ensures timely completion of qualification training for subordinate safety employees. Makes decisions on non-routine costly and/or controversial training needs and training requests related to safety employees. Conducts and ensures safety mishap investigations comply with DoDI 6055.07 and 29 CFR 1904.39 guidance and ensure the notification, investigation, reporting, and recordkeeping of ARNG on-duty, off duty, non-duty and materiel deficiency safety mishaps. Ensures the regular inspection of facilities, workplaces, operations, explosives storage, and training ranges are conducted by qualified safety professionals. Develops documented reports of deficiencies and mitigation/abatement plans and metrics to measure program effectiveness. Conducts annual assessments of ground safety programs, radiation and laser safety, range safety, explosive safety, and aviation safety programs. Communication and distribution of best practices and lessons learned. Establishes, trains, and advises personnel on the integration of Risk Management processes and assist leaders in implementation of installation SOH programs. Coordinates and integrates Occupational Health and Industrial Hygiene programmatic operations. Manages Commercial Off the Shelf system safety processes. Suspends, limits, or terminates operations where the potential for damage, exposure, and loss to munitions of explosives concern, laser operations, or radioactive sources can occur. Develops and implements mishap prevention, countermeasures, and hazard abatement procedures.

Qualification

SPECIALIZED EXPERIENCE: Must possess at least ONE Year of work experience in the GS-0018-12 series and grade level or equivalent in a different pay system OR both an Undergraduate and graduate degree with a major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.
