THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a QUALITY ASSURANCE SPECIALIST (TITLE 32), Position Description Number D1065000 and is part of the IL AASF 1, National Guard.
Major duties
As a QUALITY ASSURANCE SPECIALIST (TITLE 32), GS-1910-9, you will establish, develop, and implement the AASF quality assurance and reliability programs. Serves as the Quality Assurance Representative for the AASF. Major Duties - This is NOT an all-inclusive list: Develop the AASF Quality Management Plan (QMP) that documents the management and operational policies and procedures to ensure work processes, products, or services satisfy expectations and quality standards. Assess quality assurance programs of other Department of Defense (DoD) services and analyze commercial maintenance practices to establish a comprehensive Quality Program (QP) for the AASF. Assessments including reviews of management and organization; quality systems; personnel qualifications and training; supply procedures; facilities; tools and test equipment; maintenance documentation; operations and training requirements, and equipment failures. Conduct evaluations to identify strength problem areas, failure trends, faults in methods and procedures, and other deviations from quality standards. Provide the Logistics Management Officer/Supervisory Maintenance Test Pilot and maintenance supervisors with definitive technical information and advice on maintenance procedures and techniques. Ensure appropriate directives and operating instructions are current and complete. Monitor the AASF publication improvement system to include the recommended changes to publications and blank forms (DA Form 2028) and material deficiency, and Quality Deficiency Reports (QDR). Periodically review aircraft historical records and logbooks for accuracy and condition. Record discrepancies, provide definitive corrective recommendations, and review adequacy of corrective action taken. Review findings to determine adequacy of maintenance documentation. Review and validate all locally developed maintenance procedures before adoption within the AASF. Audit the inspection process and methods, analyze inspection reports, and re-inspect samples of inspections performed. Attend conferences, briefings, and meetings to represent AASF on quality assurance matters.
Requirements

This is an excepted service position that requires membership in the Illinois National Guard and in the military grade listed in the announcement. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. Qualification
AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence: The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will U.S. Citizens. Military Grades: Enlisted Only - Minimum rank of SGT. Maximum rank of SGM. *** MUST BE QUALIFIED ON BLACKHAWK UH60 AND/OR LAKOTA UH72 *** - Please provide documentation of UH60 and/or UH72 certification. DD 214 listing school completion is acceptable. SPECIALIZED EXPERIENCE: GS-09 Level - MUST possess specialized experience which includes 12 months experience, education, or training, involving principles, techniques and accepted practices of quality assurance work (i.e., the application of statistical sampling techniques sufficient to perform assignments or preparation of technical reports on quality levels to identify specific problems); experience in the application and theory of specialization using applicable publications; experience in the preparation of technical reports on quality levels to identify specific problem areas and to recommend corrective action; and experience that demonstrated a practical knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas? Examples of this practical knowledge include reviewing production activities and capabilities in light of contract quality requirements; reviewing written quality or inspection procedures for adequacy, and evaluating the implementation and effectiveness of quality/inspection systems, including sampling plans; analyzing quality data to detect unsatisfactory trends or weaknesses in the quality/inspection system; verifying by test or inspection, using sampling inspection or intensive product inspection techniques, that products comply with requirements prior to acceptance; identifying inadequacies and requesting corrective action; computing data, summarizing results, and preparing reports or charts depicting pertinent relationships using statistical methods; investigating customer complaints and deficiency reports, and providing identification of causes to appropriate authorities; reading, interpreting, and applying technical data such as blueprints, engineering drawings, product specifications, or technical manuals; and reviewing and evaluating supply systems operations and procedures through periodic audits and surveillance inspections. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education
If you are using Education to qualify for this position, successful completion of a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B or J.D., if related, meets the GS-09 level requirements. Acceptable majors of study include quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position.
