Job summary

This is a Standing Register Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. Applications expire after 90 days and referrals will be pulled as needed. Positions are located within the Great Lakes and Ohio River Division. You will serve in an Interdisciplinary position. Major duties

Serves as a Life-Cycle Project Manager, with overall responsibility for managing the planning, scoping, development, design, construction, and direction of important civil works, inter-agency, and inter-governmental projects. Provides expert project management for projects of high dollar value of national priority, of environmental sensitivity, of extraordinary urgency, or having similar requirements and leads teams through the USACE Project Delivery Business Process. Works collaboratively across functionally diverse teams to develop solutions to technically complex water resource problems and engineering challenges. Responsible for overall project planning, execution, control and closure of civil works projects associated with flood risk management, navigation, hydropower, ecosystem restoration, water supply, and other water resource related missions. Controls and manages project milestones and budgets from planning through construction and initial operations with a focus on meeting project objectives. Facilitates the development of resource loaded schedules, monitors project performance using Earned Value Management (EVM) metrics, analyzes financial data using Automated Information Systems, and supports the formulation of risk-informed decisions. Assists budget development and defense processes, supports, programming decisions, and provides input for the operating budget. Fosters positive working relationships internally while serving as the District's primary point-of-contact for assigned projects. Assists in the development of other project management professionals through mentoring, training, and review of work products. Gains and maintains approval of Project Management Plans from District and/or Division leadership.

About the Position: Serves as a Project Manager for the Corps of Engineers assigned to a District (Buffalo, Chicago, Detroit, Huntington, Louisville, Nashville or Pittsburgh). Responsible for overall planning, execution, control and closure of high-dollar value, national priority, environmentally sensitive and/or urgent civil works projects. Assist in the planning and oversight of cost and schedule execution of the planning, design, and/or construction of project in coordination with other functional elements. Monitor project performance and report on the status of project against established milestones and objectives to assure the attainment of goals and objectives. Lead the development and implementation of Project Management Plans (PMP). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
