About Defense Counterintelligence and Security Agency
Mission Statement The Defense Counterintelligence and Security Agency (DCSA) is a separate Agency of the Department of Defense (DoD) under the direction, authority, and control of the Under Secretary of Defense for Intelligence and Security (USD (I&S). The mission of the DCSA is as follows: -Deliver efficient and effective background investigations, adjudications and continuous vetting to safeguard the integrity and trustworthiness of an agile federal and contractor workforce, and preserve military readiness and warfighting capabilities -Identify and neutralize foreign intelligence threats to the USG’s trusted workforce and critical technologies -Develop and articulate holistic threat picture of risk posed by foreign intelligence entities and hostile insiders, enabling the USG to strengthen our security posture, continuously protect against the evolving threat, and enable action agencies to more effectively counter adversaries -Contribute meaningful analysis to the Intelligence Community (IC)-Manage the National Industrial Security Program (NISP) on behalf of the Secretary of Defense by clearing industrial facilities, personnel, and associated IT systems -Identify and defeat threats presented to critical technologies and through the supply chain -Provide education, training, research, and security awareness to DoD, other federal government organizations, and industry -Execute enterprise management responsibilities for DoD Security and Insider Threat Programs.
Job summary
The Background Investigations (BI) Chief of Staff works for the BI Principal Deputy Assistance Director and leads the Executive Secretariat team. Provides administrative support on strategic workforce planning, budget, human capital, acquisition and tasker tracking. Represents BI on a myriad of forums (recognition and hiring panels, and functional working groups) Collaborates across DCSA on issues, provides input that acknowledges and champions BI equities and advances the greater mission.
Major duties
As a PROJECT MANAGER (CHIEF OF STAFF) you will be responsible for the following duties: - Provide senior level advice on strategic workforce structure issues, and develop and implement solutions to increase the overall effectiveness of the BI mission. - Establish Roadmaps to transform the BI workforce. - Provide strategic workforce analysis on Workforce Structure comparing requirements against programmed resources to identify investment strategies that improve capability and capacity, while reducing risks by developing a mitigation plan to reduce functional and/or regional risks. -Develop best-value strategies and tactics (manpower standards, technical estimates, staff strength ceilings, and procedures for investigator requirements) that directly correlate to an effective and efficient workforce structure. - Develop and implement strategies to advise and support advancement of information sharing projects, ensuring proper coordination is completed in a timely and effective matter; including those resulting from unauthorized disclosure, inadvertent release, declassification, and overall safeguarding effect of release along with mitigating measures. - Provide guidance, mentoring, and direction to Background Investigations staff in support of operational and functional elements. - Assess resources and funds expenditures and provide recommendations in the preparation and submitting budget forecasts, authorizing training and travel expenditures, and identifying where results do not justify costs.

Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Applying management, executive, and organizational principles and practices for the oversight, organization and execution of mission priorities in a Personnel Security (PS) (background investigations) or similar investigation program. Overseeing and developing statement(s) of work, list(s) of deliverables, performance evaluations, and other contractual documentation. Assessing short and long term requirements and garnering resources to include budgets, manpower (billets) and contract support to meet mission and workforce needs. Collaborating within a diverse workforce of federal civilian, contractors and military personnel to plan, organize, develop, direct, and execute mission and workforce projects and programs within a Personnel Security (PS) (background investigations) or similar investigation program. Gathering and analyzing quantitative and qualitative data/information to provide responses to Congressional Inquiries, Government Accountability GAO Studies, external and internal document reviews (policies, formal instructions, etc.) and taskers from Legislative and Executive Branches, and DoD, IC and Industry mission stakeholders, etc. Specifically you will be evaluated on the following competencies: 1. Strategic Workforce Planning - Analyze workforce data to develop, integrate, and align human resources strategies with an enterprise focus to support and influence decision-making on human capital needs and workforce planning. 2. Financial Management - Prepares, justifies, and/or administers the budget for program areas; plans, administers, and monitors expenditures to ensure cost-effective support of programs and policies; assesses financial condition of an organization. 3. Administration and Management - Knowledge of planning, coordination, and execution of business functions, resource allocation, and production. 4. Planning and Evaluation - Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes. 5. Leadership - Influences, motivates, and challenges others; adapts leadership styles to a variety of situations. 6. Communication - Communicate (i.e., written and oral) rights, responsibilities, management directives, policies, and/or regulations to employees, supervisors, and/or other pertinent individuals.
