Job summary

About the Position: Serves as a Life-Cycle Project Manager, with overall responsibility for planning, scope, development, design, construction and direction of important civil works/military projects. The incumbent is required to integrate sponsor/customer requirements and participation into a comprehensive management plan that is fully coordinated with all contributing agencies and organizations, including various functional elements within the District.

Major duties

Assures the overall management, control, coordination and execution of assigned projects. As the project team leader, implements corporate decisions, guidance, laws, regulations and policies in the development of the project and intermediate products. Coordinates planning, design, cost-engineering, construction and environmental restoration, etc., for engineering or planning projects of substantial scope and complexity. Projects managed are complicated by responsibility for projects indifferent locations or under the control of different managers; multiple party interests; or compliance with numerous statutory regulatory, and procedural restrictions.

GS-09 Qualification Requirements: Specialized Experience: One year of specialized experience which includes: 1) Experience in providing assistance to life cycle project management; OR 2) Experience providing assistance with planning, scope, schedule or budget development for design, engineering or construction management in regard to construction, renovation of buildings, facilities, fueling systems or other infrastructure projects or environmental restoration type work. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS-11 Qualification Requirements: Specialized Experience: One year of specialized experience which includes: 1) Experience assisting with project development and delivery. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GS-12 Qualification Requirements: Specialized Experience: One year of specialized experience which includes: 1) Experience assisting with administering milestones and budgets of multiple projects development and delivery. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted For GS-09: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07). For GS-11: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). For GS-12: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
