Job summary
You will serve as a PROGRAM MANAGER (MAJOR INFRASTRUCTURE) in the Production Resource Department (Code 900), Production Facility and Plant Equipment Management (Code 900F) of PEARL HARBOR NSY AND IMF.
Major duties
You will serve as the Major Program Manager responsible for overall management, control and execution of projects and programs assigned to the Production Facilities and Plant Equipment Division, to support Shipyard infrastructure requirements. You will perform both short-term and long-range planning and complete analysis of major projects to ensure infrastructure requirements are met. You will conduct audits to identify problems, develop alternative solutions, perform cost/benefits analyses, and recommend solutions to leadership. You will oversee the completion of designs for major facility/equipment modernization projects, validate economic analyses; and ensure that all planning and designs are in alignment with Shipyard mission needs. You will communicate to stakeholders the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion. You will plan, organize and direct the work of programs/projects requiring substantial resources or changes in established procedures. You will coordinate information from multiple engineering disciplines (e.g., mechanical, civil, structural and electrical) to resolve conflicting concerns. You will plan and coordinate the various phases of program execution, establish priorities and deadlines, and determine the amount of resources required. You will provide supervisors and others with authoritative determinations not in conflict with policies and basic standards. You will serve as the technical expert on the limitations of proven concepts and practices; and frequently make judgements and decisions which may be considered extreme within the context of standard guidelines, precedents, methods and techniques.
Qualification
GS-13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-12) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: planning and executing major facility and/or equipment projects by identifying project resource requirements, creating short-term and long-term goals, and coordinating with shipyard leadership and multi-disciplined project delivery teams to ensure project deadlines are maintained to achieve shipyard operational or infrastructure objectives.
