Job summary

About the Position: Serves as senior Program Manager in the hydropower mission area for the Operations and Regulatory Division, Directorate of Civil Works, US Army Corps of Engineers (USACE). This announcement is for current, permanent Army employees that would like to be considered for a time-limited promotion, reassignment or change to lower grade. Major duties

Serve as senior Program Manager in the hydropower mission area for the Operations and Regulatory Division, Directorate of Civil Works, US Army Corps of Engineers (USACE). Apply extensive knowledge of regulations and guidance applicable to operations and maintenance of systems and infrastructure require for hydropower projects nationwide. Serve as the subject matter expert concerning inquiries and concerns related to USACE hydropower operations. Provide direct support to the Disaster Relief Supplemental Appropriations Act of 2022 (DRSAA) and the Infrastructure Investment and Jobs Act (IIJA). Responsible for program management of policy, execution, tracking and inter-agency coordination for Hydropower and Multi-Purpose Projects with Power with a focus on IIJA and DRSAA work. Work directly with the Headquarters, USACE Hydropower Business Line Manager. Coordinate with other Operations and Regulatory Business Line Managers, MSCs, and Districts to track execution and performance and communicate work completions and benefits with leadership. Coordinate supplemental funded projects across other business lines that involve multi-purpose projects with hydropower. Coordinate and track execution of IIJA And DRSAA work that will require oversight and coordination with other agencies.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. Specialized Experience: One year of specialized experience which includes: 1. Track trends in resource usage to evaluate the civil works program to ensure funds are allocated properly; 2. Utilize policies, guidance and procedures to recommend, develop and implement changes to water resources project development; 3. Ensure fund allocation for emergency disaster response programs are in accordance with applicable policies, guidance, regulations, and appropriations bill; 4. Oversee all phases of program objectives for civil works projects to track status, progress, trends, and prospects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13) You will be evaluated on the basis of your level of competency in the following areas: Communications Program/Project Management Strategic Thinking Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
